India Enhances Duty-Free Allowances for International Travelers
In a significant move to facilitate smoother international travel, the Indian government has announced a substantial increase in duty-free allowances for passengers arriving in the country. The new Baggage Rules, 2026, which came into effect from February 2, bring several key changes that will benefit both resident Indians and foreign tourists.
Increased Duty-Free Limits and New Laptop Allowance
The most notable change is the enhancement of the duty-free limit for resident Indians, which has been raised from Rs 50,000 to Rs 75,000. This allows travelers to bring in more goods without incurring customs duties, effectively loosening purse strings for those returning from abroad.
Additionally, in a welcome development for digital nomads and business travelers, the new rules now permit the duty-free import of one laptop for passengers above 18 years of age. This provision recognizes the essential role of personal computing devices in modern travel and work.
Simplified Jewellery Allowances
The government has streamlined jewellery import regulations by removing outdated value caps and implementing a purely weight-based system. Under the new rules, eligible returning residents and tourists of Indian origin who have stayed abroad for more than one year can now import jewellery duty-free based solely on weight.
Specifically, male passengers are allowed to import jewellery up to 20 grams duty-free, while female passengers can import up to 40 grams. This simplification eliminates confusion around valuation and makes the process more transparent for travelers.
Category-Specific Allowances
The new duty-free allowances vary by passenger category:
- Resident Indians, tourists of Indian origin, and foreigners with Indian visas (other than tourist visas): Rs 75,000
- Tourists of foreign origin: Rs 25,000
- Crew members: Rs 2,500
It's important to note that no general duty-free allowance is available for passengers entering India through land borders, regardless of nationality.
Transfer of Residence Benefits Modernized
The transfer of residence provisions have been simplified and modernized with a single rationalized list of duty-free articles. This consolidation comes with an overall value cap based on eligibility, making the process more straightforward for those relocating to India after extended stays abroad.
Hassle-Free Clearance Mechanisms
The government has introduced mechanisms for hassle-free clearance through temporary baggage import certificates or export certificates. These certificates facilitate the temporary carriage of goods brought into or taken out of the country, respectively, streamlining customs procedures for travelers.
What Qualifies as Duty-Free
Used personal effects such as clothing and travel souvenirs remain duty-free under the new rules. New goods purchased abroad as gifts qualify according to the enhanced limits. However, goods exceeding the duty-free limit are subject to normal customs duties unless specifically exempted by law.
These allowances apply only to goods carried on the passenger's person or in bona fide baggage. Items not included in duty-free allowances and subject to separate conditions or limits include:
- Alcohol and spirits beyond specified volumes
- Tobacco products beyond allowance thresholds
- Gold or silver in forms other than jewellery
- Large electronic goods like televisions
