Delhi Launches Comprehensive Air Pollution Mitigation Action Plan 2026

In a major environmental initiative, Delhi Chief Minister Rekha Gupta has unveiled the Air Pollution Mitigation Action Plan 2026, a sweeping strategy designed to combat the city's deteriorating air quality through stringent regulations and technological interventions.

Vehicle Entry Restrictions and Emission Controls

From November 1, 2026, the entry of goods vehicles into Delhi will be strictly limited to those compliant with BS-VI emission norms, powered by CNG, or operating on electric power. This measure specifically targets diesel-powered freight carriers, which are significant contributors to urban air pollution. A similar proposal was introduced last year but could not be implemented at that time.

During periods of severe pollution, the government may impose additional restrictions, including staggered office timings, work-from-home directives, and further limitations on polluting vehicles to provide immediate relief to residents.

Enhanced Enforcement and Public Transport Expansion

The government will rigorously enforce the 'No PUC, No Fuel' rule using Automated Number Plate Recognition (ANPR) cameras and advanced digital tracking systems. To reduce reliance on private vehicles, Delhi is significantly expanding its public transport infrastructure.

The bus fleet is projected to grow to 13,760 vehicles by 2028-29, with a strong emphasis on electric buses to promote clean mobility. Traffic congestion will be addressed at 62 identified hotspots through infrastructure upgrades and the implementation of a city-wide Intelligent Traffic Management System. Smart parking reforms are also part of the comprehensive plan.

High-Level Meeting and Government Commitment

A high-level review meeting on effective pollution control was held on Friday at the 'Mukhyamantri Janseva Sadan', chaired by Chief Minister Rekha Gupta. The meeting was attended by cabinet ministers Pravesh Sahib Singh, Manjinder Singh Sirsa, and Pankaj Kumar Singh; Chief Secretary Rajiv Verma; officials from the Delhi Metro Rail Corporation and the Traffic Police; along with senior representatives from all concerned government departments.

The plan, prepared under the guidance of Prime Minister Shri Narendra Modi, outlines a structured roadmap for sustainable urban development, emphasizing accountability, technology, and time-bound implementation. Chief Minister Gupta reiterated that clean air and environmental protection are now central to the government's policy framework, supported by dedicated budget allocations for clean mobility, dust control, waste management, greening initiatives, and pollution monitoring.

Enforcement-Driven Campaign

"This is not just a policy announcement, it's an enforcement-driven campaign powered by resources, technology and strict oversight," stated Chief Minister Gupta. She emphasized that the ultimate goal is to ensure cleaner air for every resident of Delhi, marking a significant shift toward proactive environmental governance in the national capital.
