India's Integrated Theatre Commands Proposal Nears Completion, Set for Biggest Defence Reform
The Indian armed forces are poised for a monumental transformation as the proposal for integrated theatre commands is being finalized. Chief of Defence Staff (CDS) General Anil Chauhan announced at the second edition of Ran Samvad that discussions among the armed forces regarding the formation of theatre commands have concluded.
CDS General Anil Chauhan stated, "I should be able to complete the report of operation Tiranga, that is the name of the discussion and formulation of theatre commands, in a week or so." He noted that while some minor issues remain to be ironed out, the bulk of the deliberations are complete.
Timeline and Process for Implementation
General Chauhan, whose tenure was extended until 30th May after being slated for retirement last September, had previously indicated in January that efforts to finalize discussions within the armed forces would be completed by the end of May. Once drafted, the theatre command proposal will be submitted to the Ministry of Defence and then reviewed by the Prime Minister-chaired Cabinet Committee on Security (CCS). Upon clearance, this initiative will become the most significant defence reform in independent India's history.
What Are Integrated Theatre Commands?
An integrated theatre command is a unified command headquarters where all elements of the army, navy, and air force report to a single commander. The plan involves raising three separate theatre commands, each responsible for distinct operational areas:
- The command overseeing the Pakistan frontier is likely to be based in Jaipur and headed by an army officer.
- The command for the China front will be located in Lucknow and is expected to be led by an air force officer.
- The maritime domain command will probably be situated in Thiruvananthapuram and commanded by a naval officer.
Currently, the three services operate through seventeen separate operational and functional commands, making this consolidation a major structural shift.
