India's Premier Tax Training Academy Hosts BRICS Nations for Specialized Program
The National Academy of Direct Taxes (NADT), the government's premier institution responsible for training officers of the Indian Revenue Service (IRS) cadre who join the Income Tax Department, has embarked on a significant international initiative. This week-long specialized training capsule, which commenced on Monday, is designed to train tax officials from BRICS countries, marking a pivotal step in global tax collaboration.
Addressing Critical Tax Evasion Strategies
One of the core stress areas covered in the training is Base Erosion and Profit Shifting (BEPS). This refers to the tax avoidance strategies employed by multinational corporations, which often involve shifting profits to tax havens or low-tax jurisdictions to minimize their tax liabilities. BEPS is a major global concern being actively addressed by the Organisation for Economic Cooperation and Development (OECD), a Paris-based group comprising 38 countries that focuses on tax conventions and policies. NADT has previously conducted training sessions aligned with OECD regulations, and this new program builds upon that foundation.
Initiative Under India's BRICS Chairmanship
The current training program is a strategic initiative launched under India's chairmanship of BRICS for the year 2026. It aims to foster deeper cooperation among member nations by drafting working papers on various issues related to international taxation. These papers will be developed based on comprehensive discussions held among the trainees, facilitating knowledge exchange and collaborative problem-solving.
Diverse Participation from Multiple Nations
The training has attracted a diverse group of participants, including:
- 3 officers from Brazil
- 4 officers from Russia
- 3 officers from China
- 2 officers each from South Africa, the United Arab Emirates (UAE), and Ethiopia
In addition to these international delegates, 6 Indian officers are also actively participating in the program, ensuring a balanced perspective and enriching the dialogue.
Inaugural Emphasis on Global Tax Transparency
The inaugural session was addressed by Prasenjit Singh, Member (Legislation) of the Central Board of Direct Taxes (CBDT). In his speech, he highlighted the critical importance of international collaboration in tackling complex tax challenges. Singh emphasized the vital role of young professionals in shaping a transparent, fair, and resilient global tax system, underscoring the need for ongoing education and cooperation.
Comprehensive Curriculum Covering Key Tax Reforms
The training curriculum is extensive, covering several crucial topics in international taxation:
- OECD and UN Model Conventions: Detailed exploration of standard frameworks for tax treaties.
- Global Tax Reforms: In-depth analysis of initiatives like Pillar One and Pillar Two, which aim to address tax challenges arising from the digitalization of the economy.
- Dispute Resolution Mechanisms: Practical insights into advance pricing agreements and mutual agreement procedures to resolve cross-border tax disputes effectively.
Fostering Future Cooperation Through Discussion
A series of focused tax discussions will be held throughout the program. These sessions are designed to generate actionable papers on enhancing cooperation between countries, promoting technical development, and improving tax practices. The goal is to create a sustainable framework for ongoing dialogue and joint efforts in the realm of international taxation.
