In a significant move aimed at empowering students from marginalized communities, Punjab Chief Minister Bhagwant Mann launched the distribution of post-matric scholarships to more than 2.7 lakh Scheduled Caste students at the PAP Ground in Jalandhar on Friday. The event marked a pivotal moment in the state's education policy, with the Rs 271-crore 'Post-Matric Scholarship' scheme under the 'Mission Rangla Punjab' initiative.
A Shift in Governance Priorities
Addressing the gathering, CM Mann emphasized that this scholarship program reflects a fundamental shift in governance priorities. He contrasted his government's focus on education and social welfare with what he described as the preoccupation of opposition parties like the Congress, Akalis, and BJP with family interests. "From scam to 'Punjab Shine', the Post-Matric Scholarship has become a powerful instrument of social transformation," Mann declared, highlighting the scheme's evolution from past controversies to its current role in uplifting students.
Correcting Years of Systemic Neglect
The Chief Minister stressed that these scholarships are not merely financial aid but a crucial tool for fostering self-reliance among students. He pointed out that years of systemic neglect had previously led to delayed and diverted funds, which often prevented students from appearing in examinations. Recalling the period between 2017 and 2020, Mann noted that the scheme was virtually stalled during that time, forcing educational institutions to withhold degrees from deserving students.
"A scam took place under this scheme, and every Punjabi was anguished by it," Mann stated, referring to alleged corruption under previous administrations. "The then minister in charge of the department betrayed their own community by illegally minting money meant for the education of children from weaker sections." He added that funds intended for SC students were usurped, depriving them of rightful opportunities.
Education as a Key to Transformation
Emphasizing the transformative power of education, CM Mann said, "Education is the only key to changing the destiny of the weaker and underprivileged sections. Unfortunately, successive governments deliberately kept these students away from books. Today, our government is giving them a chance to realize their dreams and excel in life." He linked the initiative to Dr. B.R. Ambedkar's philosophy, underscoring its alignment with broader social justice goals.
Budget Enhancement and Impact
The budget for the scheme has been enhanced from Rs 245 crore to Rs 271 crore, reflecting the government's commitment to expanding access to education. Mann also highlighted a 35% rise in beneficiaries since 2020-21, attributing this increase to genuine education reforms rather than tokenism. He expressed pride in Punjab's performance in the National Achievement Survey, where the state topped the rankings, surpassing even Kerala.
"Government schools have become temples of the modern era, illuminating thousands of young lives," Mann remarked. He added that students are now provided coaching for competitive exams such as Armed Forces preparation, NEET, JEE, CLAT, and NIFT, further enhancing their prospects.
Timing and Political Significance
The timing of the event was particularly significant, held on the eve of Guru Ravidas Jayanti and two days ahead of Prime Minister Narendra Modi's visit to Dera Sachkhand Ballan on February 1, which coincides with the birth anniversary of the Guru. This scheduling underscores the government's focus on social and religious symbolism in its outreach efforts.
Finance Minister Harpal Singh Cheema and Cabinet colleague Dr. Baljit Kaur also addressed the gathering, reinforcing the government's collective commitment to education and social welfare. The launch of this scholarship scheme is seen as a cornerstone of the AAP government's agenda to reform Punjab's education system and empower its youth.
