Former Navy Chief Submits Documents to Fix Electoral Roll Issue
Former Indian Navy chief Admiral Arun Prakash has taken a crucial step to resolve his electoral roll problem. The retired admiral reportedly submitted all necessary documents on Monday. These documents link him to the electoral roll from the last special intensive revision.
Quick Resolution Expected
An officer familiar with the proceedings shared details with the media. The documents were collected by the competent field officer on Monday, the officer said. The matter will likely be settled by Tuesday. This development makes Admiral Prakash and his wife eligible for inclusion in the final electoral roll of Cortalim assembly constituency in Goa.
The Cortalim Electoral Registration Officer issued a clarification about this case. The officer explained that Admiral Prakash's enumeration form was categorized as unmapped. This happened because the form did not contain mandatory particulars relating to the previous special intensive revision.
System Requirements and Notices
The missing details included several important identification elements:
- Name of the elector
- EPIC number
- Name of the relative
- Name and number of the assembly constituency
- Part number
- Serial number in the electoral roll
In the absence of these essential identification details, the BLO application could not establish automatic linkage, the Electoral Registration Officer stated. The Booth Level Officer application is designed to automatically map enumeration forms only when prescribed identification particulars are properly filled.
Blank fields in Admiral Prakash's form triggered the system to categorize it as unmapped. This automatically generated a notice for further verification through a hearing mechanism. As per standard system-driven procedure, a hearing notice was automatically generated and issued, the officer shared. This notice enables verification of the elector's details and ensures due opportunity for confirmation of eligibility.
Similar Case Involving Amartya Sen
A similar situation involves Nobel laureate Amartya Sen. He received a notice after his mother's age was reportedly found to be less than his own in the enumeration form. This form was filled and submitted by a relative who mapped Sen to his mother.
A hearing is scheduled for January 16 at Sen's registered address in Shanti Niketan. The relative will have the opportunity to correctly map Sen to the special intensive revision from the last roll. An officer confirmed this development, indicating the hearing should sort out the anomaly.
Important Guidelines for Electors
The officer provided important guidance for all electors. Any elector can notice blank fields in the enumeration form and cross-check with the Booth Level Officer before signing. Unlike Phase 1 of the special intensive revision, no eligibility documents need to be submitted with the enumeration form in Phase 2.
However, fields regarding linkage to the last special intensive revision must be filled mandatorily. This requirement helps avoid receiving a notice after the draft roll is published. Proper completion of these fields ensures smooth processing through the automated system.
The resolution of Admiral Prakash's case demonstrates how the system works to maintain accurate electoral rolls. It also shows the importance of providing complete information during the revision process. Both cases highlight the Election Commission's efforts to ensure every eligible citizen gets properly enrolled.
