Chief Election Commissioner Gyanesh Kumar emphasized that the purity of the electoral roll serves as the fundamental bedrock of democracy. He firmly stated that following the comprehensive Special Intensive Revision (SIR) process, the final voters' list for Puducherry guarantees that no eligible voter has been excluded and no ineligible person has been included. High-Level Review Meeting and New Electoral Initiatives
Gyanesh Kumar led a significant seven-member delegation to Puducherry on Wednesday to conduct a thorough review of the Union territory's preparedness for the upcoming 2026 assembly elections. During an extensive briefing with reporters, Kumar outlined several innovative initiatives set to be introduced to enhance the voting experience and transparency.
Key announcements included:
- The establishment of mobile deposit counters at all polling booths to facilitate voter convenience.
- The decision to print color photographs of candidates on ballot units, replacing the previous black-and-white images. This change directly addresses public feedback, as voters reported difficulties in identifying candidates with monochrome photos.
Puducherry as a Model for Peaceful and Transparent Elections
Commissioner Kumar praised Puducherry's electoral history, noting that polling in the territory has consistently been peaceful, fair, and transparent. He highlighted the impressive voter turnout, which has historically exceeded 85%, as a testament to the robust democratic engagement of the populace. Kumar asserted that Puducherry has emerged as a exemplary model for the rest of the country in the conduct of smooth and efficient elections.
In a significant technological upgrade, all 1,099 polling stations in Puducherry will be equipped with advanced webcasting facilities. This measure aims to provide real-time monitoring and further bolster the transparency of the electoral process.
Strict Measures Against Pre-Poll Malpractices
Addressing concerns regarding the premature distribution of freebies by political parties, even before alliances are finalized and candidates are announced, Kumar issued a stern warning. He clarified that the Election Commission will rigorously curb such malpractices once the Model Code of Conduct is officially enforced.
"We have issued strict directions to enforcement agencies to prevent such malpractices and to ensure a free, fair, and transparent electoral process," Kumar stated emphatically.

Earlier in the day, the high-level delegation, which included Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi, engaged in productive discussions with representatives of recognized national and state political parties. The objective was to solicit their valuable views and opinions to ensure the seamless and orderly conduct of the forthcoming polls.
