EC Introduces QR Code Verification for Counting Halls

The Election Commission of India has introduced a quick response (QR) code-based verification system to regulate access to counting halls on May 4, the day of the election results. The system aims to eliminate the possibility of unauthorized persons entering counting centers.

New QR Code Module on ECINET

In a statement issued on Thursday, the Election Commission said, "To eliminate the possibility of any unauthorised persons from entering counting centres, the Election Commission of India has introduced a QR code–based photo identity card module on ECINET." This system is being launched for the just-concluded polls across Assam, Tamil Nadu, Kerala, West Bengal, and Puducherry, and will be extended to all future elections to the Lok Sabha and state or union territory assemblies.

Three-Tier Security Mechanism

As part of the counting arrangements on May 4, a three-tier security mechanism has been prescribed for identity verification at counting centers. At the first and second tiers, photo identity cards issued by the respective returning officers shall be checked manually. At the third and innermost security cordon near the counting hall, entry shall be permitted only after successful verification through QR-code scanning.

The new QR code-based photo identity cards will apply to categories of persons authorized by the Election Commission to enter counting centers and halls. These include returning officers, assistant returning officers, counting staff, technical personnel, candidates, election agents, and counting agents, among others.

Continuation of Previous Initiatives

This significant initiative is in continuation of a series of over 30 initiatives taken by the Election Commission over the past year. These included the introduction of standardized QR code-based photo ID cards for booth level officers, who are key officers involved in conducting special intensive revision exercises.

Media Centre and Entry for Mediapersons

A media centre will be set up near the counting halls in each counting centre to facilitate authorized media persons. Entry of mediapersons will continue to be permitted on the basis of authority letters issued by the Election Commission in accordance with existing instructions.

Directives for Implementation

District election officers and returning officers have been directed to make all necessary arrangements for effective implementation of this system. This includes deployment of trained personnel at designated checkpoints to ensure seamless and secure access control.

According to an Election Commission spokesperson, all chief electoral officers, district election officers, returning officers, and assistant returning officers have been directed to ensure strict compliance with the Commission's latest instructions. These measures are intended "to uphold the highest standards of transparency, security and efficiency in the counting process."
