Jharkhand's Electoral Office Intensifies Efforts to Rectify Voter List Discrepancies

The Chief Electoral Officer's (CEO) office in Jharkhand is undertaking a comprehensive initiative to correct all discrepancies in the electoral roll as part of preparations for the Special Intensive Revision (SIR) process. This proactive measure aims to ensure that citizens can participate in the SIR exercise smoothly whenever it is implemented.

Magnitude of Errors and Correction Progress

According to State CEO K Ravi Kumar, the voter list in Jharkhand contains approximately 6.72 lakh mistakes among the state's 2.65 crore registered voters. In an exclusive conversation with TOI, Kumar provided a detailed breakdown of these errors:

  • 5.44 lakh individuals have photographs that are either blurred or improperly captured
  • 1.28 lakh people have inaccuracies in their names and addresses

The electoral office has already received 4.84 lakh applications for correction of these mistakes and has successfully disposed of approximately 3.54 lakh cases to date. The correction process remains ongoing for all identified discrepancies.

Challenges in Voter Data Management

CEO Kumar highlighted several challenges complicating the correction process. Among the remaining individuals with errors in their EPIC cards:

  1. Some have relocated to different areas
  2. Others are currently missing or cannot be located
  3. A portion resides elsewhere, making verification difficult

Despite these obstacles, the electoral office continues its systematic approach to improving voter data accuracy across the state.

Technological Integration and Administrative Measures

In a significant development, 1.93 crore voters out of Jharkhand's total 2.65 crore electorate have already been mapped with the previous SIR electoral roll. This integration will substantially reduce the documentation burden on voters during the enumeration phase, as they won't need to submit extensive paperwork with their enumeration forms.

During a recent meeting with Deputy Electoral Officers (DyEOs), CEO Kumar issued specific instructions to enhance voter photograph quality through utilization of the BLO app. Officials at the CEO's office confirmed that work on improving voter photo quality in electoral rolls is progressing steadily across Jharkhand.

Context of Special Intensive Revision

Sources within the CEO's office indicate that this extensive correction exercise is likely part of preparations related to the Special Intensive Revision (SIR) process. Currently, SIR activities are being conducted across various states in India.

However, there are indications that the SIR process in Jharkhand may face potential deferral. This consideration arises because the neighboring state of West Bengal has extended its own SIR timeline. The final electoral roll publication in West Bengal was originally scheduled for February 14th, but this deadline has been pushed further, according to official sources.
