Kolkata Voter Adjudication Data Reveals Stark Divergence in Deletions and Inclusions

The Election Commission of India released assembly-wise data on Thursday detailing the addition and deletion of voters placed under adjudication in Kolkata, with the lists now frozen ahead of the city's polling on April 29. The data reveals a significant reshaping of the voter base, particularly in Kolkata's northern and southern constituencies, where substantial chunks of pre-Special Summary Revision (SIR) voters have been removed.

Constituencies with Highest Voter Deletion Rates

Shyampukur assembly constituency recorded the most dramatic deletion rate, with 87% of voters under adjudication found non-eligible. Out of 2,759 cases subjected to judicial scrutiny, a staggering 2,390 were deleted from the electoral rolls.

Chowringhee followed with 73.3% deletions, where 10,424 voters were removed from 14,217 adjudication cases. Other Kolkata constituencies with concerning deletion rates include:

  • Entally: 72.4% deletions (9,092 out of 12,558 cases)
  • Jorasanko: 63.6% deletions (3,624 out of 5,700 cases)
  • Rasbehari: 61.6% deletions (5,006 out of 8,157 cases)
  • Cossipore-Belgachhia: 60% deletions (3,369 out of 5,617 cases)

Beyond Kolkata, Rajarhat New Town witnessed nearly 77% deletions, with 24,132 voters removed from 31,382 cases under scrutiny.

Constituencies with Highest Voter Inclusion Rates

In contrast, Ballygunge assembly constituency led in voter inclusions, with 74% of adjudicated cases cleared as eligible. Out of 23,968 cases, 17,769 voters were successfully included in the electoral rolls.

Bhowanipore followed closely with 72.5% inclusions, where 10,256 voters were added from 14,154 adjudication cases. Other constituencies where more than half of adjudicated individuals were cleared include:

  • Kolkata Port: 59% cleared (18,938 out of 32,378 cases)
  • Maniktala: Majority cleared from the smallest case volume of 1,654

Kolkata Port notably handled the highest volume of adjudication cases across all constituencies at 32,378, while Maniktala processed the fewest at just 1,654 cases.

Analysis Points to Disproportionate Impact on Marginalized Communities

Sabar Institute researcher Souptik Halder provided concerning analysis of the data patterns. "Our analysis reveals a deeply concerning pattern in deletions across Kolkata," Halder stated. "Shyampukur leads all assemblies with an alarming 87% of under-adjudication cases ultimately marked as deleted, followed by Chowringhee and Entally at 73.3% and 72.4% respectively."

Halder emphasized the socioeconomic implications: "These constituencies are known to have high concentrations of migrant workers, and the data reinforces our inference that the SIR is disproportionately impacting economically marginalized migrant populations."

The researcher further noted: "We have consistently raised concerns that Muslim communities are being disproportionately targeted, and the data now strongly substantiates that pattern."

Statewide Context and Additional Constituency Data

Across West Bengal's 294 assembly constituencies, more than 60 lakh (6 million) voters were placed under judicial scrutiny as part of the electoral roll revision process. The data release coincided with the last day for filing nominations for the second phase of elections.

In Beleghata constituency, 18,731 cases underwent judicial scrutiny with 9,198 cleared (49%). The varying outcomes across constituencies highlight the complex nature of voter verification processes and their differential impacts on different demographic groups within the city.

The frozen voter lists will now form the basis for Kolkata's upcoming electoral exercise on April 29, with these adjudication outcomes potentially influencing voter turnout and representation across the city's diverse constituencies.
