In preparation for the crucial vote counting scheduled for November 14, authorities in Patna have implemented an extensive security apparatus around the electronic voting machines and VVPAT units stored at A N College. The strongrooms housing these critical electoral components are now protected by a comprehensive three-layered security cordon designed to ensure complete integrity of the electoral process.

Multi-Tiered Security Deployment

The first tier of security comprises one platoon of CISF and two platoons of CRPF personnel, creating the initial protective barrier around the sensitive storage area. For the subsequent security layers, authorities have deployed one company of BSAP for the second tier and twelve sections of District Armed Police for the third tier, establishing a formidable security perimeter that leaves nothing to chance.

Adding to the surveillance measures, three police officers and twelve magistrates maintain constant vigil in the CCTV camera control room, monitoring every movement around the clock. The extensive security arrangements reflect the Election Commission's commitment to conducting free and fair elections where every vote is protected and counted accurately.

Comprehensive Training and Oversight

District Magistrate Thiyagarajan SM is conducting daily inspections of the strongroom premises to personally verify that all security protocols are being strictly followed. Meanwhile, training sessions for all officers and personnel involved in the counting process are being conducted in two phases according to Election Commission guidelines.

The first phase of training occurred on Monday, with the second session scheduled for November 13, just one day before the actual counting begins. Six district-level master trainers and officials are providing comprehensive instruction on all aspects of the counting process and technical tasks, ensuring every participant meets the prescribed standards.

At each counting table, there will be a counting supervisor and a counting assistant from the returning officer's side. Additionally, a micro observer appointed as the representative of the Election Commission observer will be present at every table, creating multiple layers of oversight even within the counting hall.

Transparency Measures for Candidates

In a move toward greater transparency, all contesting candidates have been informed in writing that they can appoint representatives to monitor the security arrangements of the polled EVM strongroom. While candidates and their representatives are permitted to remain outside the inner security cordon, they have been provided with CCTV displays showing all activities within the strongroom area from a designated spot inside the premises.

Fifteen magistrates and police officers have been deputed to oversee the premises across three shifts daily, ensuring continuous supervision. The DM confirmed that multiple teams will be active for the successful execution of counting work and related post-counting tasks, leaving no aspect of the process unmonitored.

The counting of votes is scheduled to begin at 8 am on November 14, marking the culmination of an electoral process that has been secured through meticulous planning and execution. The elaborate arrangements at A N College strongrooms represent the Election Commission's determination to maintain the credibility of India's democratic exercise through transparent and secure procedures.
