Puducherry Election Department Deploys High-Tech Surveillance for Poll Integrity
The election department in Puducherry has implemented a comprehensive technological initiative to enhance transparency and prevent electoral malpractices across the Union territory. All flying squad teams have been equipped with high-definition body-worn cameras, marking a significant step toward ensuring fair and accountable election processes.
Real-Time Monitoring from Integrated Command Centre
This new system allows authorities to monitor field operations in real time from a newly established integrated election command centre. The initiative provides an uneditable digital trail of interactions between election officials, candidates, and the public, particularly during critical moments such as vehicle interceptions and cash seizures.
Chief Electoral Officer P. Jawahar and senior election officials can now witness field activities as they unfold, with the command centre capable of switching between feeds from different constituencies. This provides what officials describe as a "bird's-eye view" of enforcement across all 30 assembly segments in Puducherry.
Body Camera Footage as Primary Evidence
The footage captured by these body cameras will serve as primary evidence in cases of Model Code of Conduct violations. This technological approach ensures that allegations of harassment or bias by officials, or threats against them, can be verified instantly and objectively.
"This technology ensures that every action taken by our squads is documented and transparent," a senior election official stated during a demonstration at the command centre. "It protects both the honest voter and the official on duty."
Enhanced Response Capabilities
The real-time visual data enables the command centre to respond more effectively to field situations. If a flying squad encounters a law-and-order situation or makes a massive seizure, reinforcements can be dispatched immediately based on live visual information, improving both safety and enforcement efficiency.
Drone Surveillance Across All Constituencies
In addition to body cameras, the department plans to deploy a fleet of drones across all constituencies to monitor candidate activity and potential illegal distributions. These drones can capture high-resolution images of both those distributing and those receiving cash or other inducements.
The department has emphasized that under the Prevention of Corruption Act, both the giver and the receiver of bribes are liable for punishment. This dual surveillance approach—combining ground-level body cameras with aerial drone monitoring—creates a comprehensive oversight mechanism.
Broader Implications for Electoral Integrity
This initiative represents one of the most technologically advanced approaches to election monitoring implemented in India's Union territories. By creating verifiable digital records of all enforcement actions, the department aims to reduce disputes and build greater public confidence in the electoral process.
The combination of body cameras and planned drone deployment addresses multiple aspects of electoral malpractice, from small-scale violations to organized attempts to influence voters through illegal means. As Puducherry prepares for upcoming elections, these measures are expected to set new standards for transparency and accountability in electoral administration.
