As the financial year draws to a close, the Amritsar Municipal Corporation (MC) is engaged in a frantic race against time to meet its ambitious property tax collection target of Rs 55 crore. With merely 10 days remaining until March 31, the civic body has intensified its recovery efforts, yet faces a significant shortfall that underscores the challenges of municipal revenue generation.

Current Collection Status and Optimistic Projections

According to officials from the property tax department, the MC has collected approximately Rs 42.55 crore so far, leaving a gap of over Rs 12 crore. Despite this deficit, senior officials remain hopeful that total collections will surpass Rs 50 crore by the fiscal year-end. They cite historical trends where a substantial portion of revenue is typically accrued in the final days of March, particularly from large commercial properties with tax liabilities running into lakhs of rupees.

Enhanced Recovery Measures and Enforcement Actions

To bridge the collection gap, the department has ramped up its recovery initiatives. Teams have been directed to proactively reach out to defaulters, especially those with outstanding dues from previous years. Enforcement actions, including the sealing of properties, are being implemented to ensure compliance. Superintendents and their field teams have received clear instructions to focus on both new taxpayers and major commercial establishments, with lists of defaulters already distributed for targeted action.

Zone-Wise Targets and Extended Working Hours

In a bid to maximize revenue, the MC Commissioner has mandated that tax collection work continue on Saturdays and public holidays until March 31. Zone-wise targets have been meticulously defined to streamline efforts:

  • North Zone: Assigned the highest target of Rs 26-28 crore, owing to the concentration of major commercial establishments.
  • East Zone: Given a target of Rs 9 crore.
  • Central and West Zones: Each assigned a target of Rs 7 crore.
  • South Zone: Targeted to collect Rs 4 crore.

Tax Base Discrepancy and Public Appeal

Officials revealed that nearly 1,000 taxpayers have deposited property tax since January 1. However, the city's tax base reveals a stark discrepancy: while Amritsar has around four lakh properties, a large number of houses measuring below 125 square yards are exempt from tax. Currently, only about one lakh property owners are paying tax, whereas the estimated number of taxable properties ranges between two and 2.5 lakh, highlighting a significant gap that the municipal corporation aims to address in the future.

Mayor Jatinder Singh Bhatia has urged property owners to settle their dues promptly to avoid last-minute rushes and heavy penalties after March 31. This appeal underscores the MC's broader strategy to enhance compliance and ensure sustainable revenue streams for urban development projects.
