According to officials, the development plan for Bhopal will cover an extensive area of 2,523 villages spread across 12,000 square kilometres. This ambitious project is designed to address the challenges of rapid urbanisation and ensure planned growth in and around the state's key cities.
Inclusion of Adjoining Districts and Local Governance
The metropolitan plan will incorporate adjoining districts, including Raisen, Vidisha, Rajgarh, Sehore, and Narmadapuram, into the Bhopal development framework. Officials have clarified that the areas identified in the survey will be formally notified once approval is granted by the urban development and housing department. The development plans for Bhopal and Indore will be tailored to their specific geographic and infrastructural needs, ensuring a customised approach to urban expansion.
During the introduction of the metropolitan project, the administration highlighted how unplanned and haphazard development around major cities has resulted from rapid urbanisation. Officials justified the initiative by emphasising its goal to foster planned development in Bhopal, Indore, and their surrounding regions. The government has assured that the powers of municipal corporations, municipalities, and city councils will remain unchanged within the metropolitan areas. Local bodies will continue to handle responsibilities such as tax collection, building permissions, and planned area works, while the metropolitan authority will focus on non-planned areas, primarily for major projects.
Legislative Framework and Future Expansion
The master plans for Bhopal and Indore are currently on hold pending the finalisation of the metropolitan region plans by the Madhya Pradesh government. Urban Development and Housing Minister Kailash Vijayvargiya confirmed in the state assembly on February 24 that these plans, completed about one-and-a-half years ago, may be reconsidered or redrafted to align with the proposed metropolitan areas. This strategic pause ensures coherence between local and regional development strategies.
In a significant legislative move, the Madhya Pradesh cabinet approved the MP Metropolitan Region Planning and Development Act in May 2025, which was subsequently passed by the state assembly in August 2025. This act provides the legal foundation for the metropolitan projects, setting the stage for structured urban growth. Looking ahead, the government has announced that after Bhopal and Indore, metropolitan areas for Jabalpur and Gwalior are next in the pipeline, indicating a broader vision for urban development across the state.
