Bihar Deputy CM Issues Strict Directives to Curb Illegal Parking Fee Collections
In a decisive move to address public grievances, Bihar Deputy Chief Minister and Urban Development and Housing Minister Vijay Kumar Sinha issued strong directives on Tuesday to all municipal bodies across the state. He mandated an immediate halt to arbitrary and illegal parking fee collections, emphasizing that such practices will no longer be tolerated in municipal corporation and council areas.
Complaints Prompt Action on Unauthorized Charges
Sinha highlighted that the department has received numerous complaints regarding unauthorized parking fees being levied, even on vehicles merely passing through roads without parking at designated spots. He stressed that parking fees must be collected strictly in accordance with the officially prescribed fee schedule, and instructions have been issued to concerned officials to ensure compliance.
Transparency and Display of Fee Schedules
In a video statement, the deputy CM emphasized that all parking facilities within municipal jurisdictions must prominently display the official parking fee schedule. This display should clearly indicate the charges applicable to different types of vehicles. "The parking fee structure must be hung there for everyone to see — what fee applies to which vehicle," he said, noting that this measure is essential to prevent confusion and exploitation of vehicle owners.
Exemption for Hearses and Enforcement Measures
A key highlight of Sinha's directives is the complete exemption for hearses. "Whether a hearse is parked in the parking area or passing by anywhere, no fee will be charged from them at all," he stated, describing the previous practice as inhumane and illegal. He directed all municipal administrations to strictly enforce this rule and confirmed that letters are being sent to district magistrates to ensure compliance at the district level as well.
Link to Governance Reforms and Accountability
Framing these measures as part of the "double-engine government" and its commitment to easing people's lives, Sinha linked the reforms to the broader vision of Chief Minister Nitish Kumar and Prime Minister Narendra Modi for a prosperous and developed Bihar. He stressed the need for regulation, transparency, and accountability in parking management, directing municipal commissioners and executive officers to enforce these measures without delay.
Strict Action Against Violators
Sinha warned of strict action, including disciplinary proceedings, against any officials, contractors, or individuals found violating the rules. This crackdown aims to restore public trust and ensure that parking fee collections are conducted fairly and legally across Bihar's urban areas.
