The Bihar department of prohibition, excise and registration has introduced a time-bound and transparent correction mechanism to address issues arising from digital errors in land and property registration. This move provides significant relief to citizens who have been facing difficulties due to discrepancies in digitized records.
New Standard Operating Procedure
The implementation of a new standard operating procedure (SOP) aims to rectify errors efficiently. According to the SOP, errors at various stages will now be corrected within a period of three to seven days, while the maximum time limit to resolve all technical issues has been capped at 22 days. The department has formally issued the guidelines and enforced them with immediate effect across all registration offices in the state.
Scope of Corrections
Deputy inspector general of registration Sanjay Kumar has directed officials to ensure strict adherence to the SOP. The system allows correction of both human and technical errors in digitized records, including typographical mistakes, data entry faults, and issues related to scanning or uploading documents. However, all corrections will be carried out only after thorough verification of original documents, including hard copies and scanned PDFs.
Timelines Defined
The SOP clearly defines timelines at each stage of the process:
- Registration officers must conduct preliminary inquiries and submit reports within seven days.
- Physical verification and approval by divisional assistant inspector generals must be completed within another seven days.
- Final orders will be issued within three working days.
- The system integrator will complete secure digital updates within five working days.
Transparency Measures
To ensure transparency, both original and revised records will be preserved. Quarterly reports and annual IT audits have been mandated to maintain the integrity of the correction process.
This initiative is expected to streamline the registration process and reduce grievances related to land and property records in Bihar.
