Patna: Revenue and land reforms minister Dilip Kumar Jaiswal has directed officials to clear all pending mutation cases within the next 15 days, issuing a stern warning against any delays in processing applications. Department secretary Jai Singh has instructed all district magistrates to ensure that every case pending for more than 120 days is resolved within the stipulated period.
Mutation Case Deadlines
According to departmental rules, undisputed mutation cases must be resolved within 35 days, while disputed cases have a deadline of 75 days. However, a recent departmental review revealed that several cases across administrative circles had remained pending far beyond the prescribed limits, including some pending for over 120 days.
Transparency and Accountability Measures
Emphasizing transparency and accountability, Jaiswal also called for the creation of a separate economic offences unit cell within the department and directed officials to submit a formal proposal within three days.
Online Portal for Employee Transfers
In another major decision, the department will launch a dedicated online portal for voluntary transfer and posting of revenue employees from May 13 to May 31. “This portal will remain active until May 31, enabling employees to submit their applications online,” Jaiswal said.
Abhiyan Basera Campaign
The minister also announced a weeklong statewide campaign, ‘Abhiyan Basera’, in June for people from marginalized sections. “This time, the application process would be entirely portal-based. Previously, revenue officials conducted surveys and provided the data. However, under the new system, applications will be accepted directly from the public via the online portal,” he said.
Use of Artificial Intelligence
Jaiswal further stated that artificial intelligence would be used for identifying government land across the state. He clarified that circle officers would not have authority to initiate action regarding ‘Khasmahal’ land.
Digitization of Land Records
Taking a firm stand on digitization, the minister said land records would now be issued only through online mode. “Under no circumstances would land records be issued in an offline format. If any complaints were received in this regard, strict disciplinary action would be taken,” he said.
Revenue Clerical Cadre and Recruitment
He also announced plans for a dedicated revenue clerical cadre and directed officials to speed up recruitment of revenue employees and amins.
