In a significant development for urban governance, the Bhubaneswar Municipal Corporation (BMC) officially passed its annual budget for the 2026-27 fiscal year during a special budget meeting held on Wednesday. The budget, totaling Rs 1050 crore, was approved in the presence of Mayor Sulochana Das, marking a strategic financial plan for the city's future development.

A Vision for a Healthier and More Prosperous City

Following the budget presentation, Mayor Sulochana Das expressed optimism about the budget's potential impact. "This budget will greatly help in establishing Bhubaneswar as a healthy, prosperous, clean, green, beautiful, and environment-friendly city with strong infrastructure," she stated. "This is a people-oriented, comprehensive, and suitable budget for everyone." The mayor emphasized that the financial plan is designed to cater to the diverse needs of the city's residents while promoting sustainable urban growth.

Financial Breakdown and Income Projections

The budget outlines a detailed financial structure, with BMC setting an ambitious target for its own income at Rs 300 crore. Additionally, the corporation projects receiving Rs 750 crore from government grants, highlighting its reliance on external funding sources. Historically, BMC has depended heavily on grants from both the central and state governments. However, a notable shift has occurred in the funding landscape.

BMC officials revealed that previously, there were no specific conditions attached to these grants. Now, the government has introduced a stringent requirement: BMC must achieve an annual income growth of 12.65 percent to qualify for grants in the current financial year. This new condition underscores the need for the municipal corporation to enhance its revenue generation capabilities independently.

Increased Outlay and Key Allocations

The total budget outlay for 2026-27 represents a significant increase of Rs 49 crore compared to the 2025-26 budget, reflecting BMC's commitment to expanding its developmental initiatives. A major focus of this budget is on sanitation, with officials allocating a substantial Rs 200 crore specifically for sanitation-related projects. This allocation aims to improve waste management and public health infrastructure across the city.

Other key allocations include:

  • Animal Birth Control (ABC) Programme: Rs 12 crore has been earmarked for this initiative, which is crucial for managing stray animal populations and promoting animal welfare.
  • Planned and Non-Planned Projects: A total of Rs 400 crore has been set aside for various planned and non-planned development projects, ensuring comprehensive urban planning and execution.
  • Lighting and Electrification: Rs 40 crore has been allocated to enhance street lighting and electrical infrastructure, contributing to improved safety and energy efficiency.

According to a BMC officer, these allocations are strategically designed to address both immediate and long-term urban challenges, fostering a more livable and sustainable environment for Bhubaneswar's residents.
