The Brihanmumbai Municipal Corporation (BMC) has suggested a comprehensive 15-point reform plan to the Brihanmumbai Electric Supply and Transport (BEST) undertaking to enhance operational efficiency and boost revenue. This comes at a time when BEST is grappling with projected losses of Rs 2,439 crore for the financial year 2026-27 and has requested a substantial grant of Rs 4,000 crore from the civic body.
Key Reform Areas Proposed by BMC
The reforms encompass a wide range of measures aimed at strengthening the power distribution network, venturing into power generation alongside distribution, and preventing consumer migration to other providers. Additionally, the BMC has called for route rationalization to optimize bus services, improved parking facilities for buses, and the development of charging infrastructure. The civic body also suggested utilizing additional plots for setting up public charging stations and enhancing non-fare box revenue streams. A special committee of experts is proposed to improve bus transportation across the city, along with special squads to prevent power theft and recover pending power dues.
BEST's Response to the Reforms
BEST officials have indicated that the undertaking is already implementing measures aligned with the BMC's suggestions. A detailed reply to the civic corporation is expected shortly. A copy of the responses was circulated among BEST panel members on Monday. In its reply, BEST highlighted that its non-fare box revenue increased from Rs 293 crore in 2024-25 to Rs 388 crore in 2025-26. Furthermore, the undertaking detected 154 power theft cases in 2025-26, recovering Rs 2 crore in dues.
BEST General Manager Sonia Sethi stated that the undertaking has requested a grant of approximately Rs 4,000 crore from the BMC. This includes Rs 1,500 crore for pending retirement dues and gratuity for staff, while the remaining amount is intended to bridge the revenue gap in bus operations.
Demand for Detailed Discussion
BEST panel member Sunil Ganacharya on Monday demanded a thorough discussion on the proposed reforms before any submissions are made to the civic corporation. He emphasized the need for careful deliberation to ensure the reforms are effectively implemented.
The reforms are expected to play a crucial role in stabilizing BEST's financial health and improving its services for Mumbai residents.
