The Bihar Public Service Commission (BPSC) has cancelled the Assistant Education Development Officer (AEDO) and Assistant Public Sanitation and Waste Management Officer examinations and blacklisted the biometric service provider following allegations of attempted malpractice at several centres.
Decision to Protect Merit and Integrity
Officials stated that the decision was taken to safeguard the interests of meritorious candidates and uphold the sanctity of the recruitment process. The AEDO written objective examination was conducted in nine shifts between April 14 and April 21, 2026, while the sanitation officer examination was held on April 23.
Strict Vigilance and Prompt Action
According to an official statement, district administrations maintained strict vigilance and took prompt action against anti-social elements and candidates involved in malpractice, including the use of Bluetooth devices and other electronic means. FIRs have been registered in districts such as Munger, Nalanda, and Samastipur.
The commission also received complaints that the agency M/s Sai Educare Private Limited, the biometric service provider, was involved in deputing personnel other than those from the randomised list provided by the BPSC at several exam centres. The BPSC sought explanations from the agency multiple times. After examining available evidence and the clarification submitted, the commission found the allegations prima facie true and termed the response unsatisfactory.
Agency Blacklisted and Bank Guarantee Forfeited
Consequently, the agency has been blacklisted, and action has been initiated to forfeit the bank guarantee amount as per the agreement. Officials clarified that no evidence of any question paper leak or viral circulation was found.
Despite this, attempts were made to undermine the credibility of the examination. In the larger interest of meritorious candidates and to ensure complete transparency, the BPSC has cancelled all shifts of both examinations. Fresh dates for the re-examination will be announced soon.
Legal and Disciplinary Measures
FIRs have been lodged across districts, with around 38 arrests made so far. The Economic Offences Unit (EOU) is probing the cases, while 32 candidates have been barred from future exams. The agency had earlier been blacklisted by the National Testing Agency (NTA) in October last year over irregularities in a Gujarat high court recruitment exam.
