In a significant announcement, Darbhanga District Magistrate Kaushal Kumar revealed that the upcoming Indian Census, scheduled for 2027, will be conducted in two distinct phases. This exercise, widely recognized as one of the most comprehensive demographic surveys globally, will leverage digital tools to enhance accuracy and efficiency.

The Indian Census has a rich history dating back to 1872, when the first non-synchronous count was initiated across various regions. The inaugural synchronous census, conducted simultaneously nationwide, took place in 1881. Since that landmark year, the census has been held decennially, making Census 2027 the 16th edition since its inception and the eighth since India gained independence. Notably, the 2021 census was postponed due to the disruptions caused by the Covid-19 pandemic, underscoring the challenges in maintaining this rigorous schedule.

Phase One: House Listing and Building Enumeration

The first phase of Census 2027 is set to commence on May 2, 2026, and conclude on May 31, 2026. During this period, enumerators will undertake door-to-door visits to catalog households and buildings. This entire process will be fully digital, with data collection facilitated through a dedicated mobile application and the CMMS (Census Management and Monitoring System) portal. Additionally, a self-enumeration facility will be available from April 17 to May 1, 2026, allowing residents to proactively answer 33 predefined questions via the mobile app, thereby streamlining the initial data-gathering effort.

Phase Two: Population Enumeration

The second and more critical phase, known as the population enumeration or the real census, is scheduled to run from February 2 to February 28, 2027. This phase will involve the detailed counting of individuals, capturing essential demographic information that forms the backbone of national planning and policy-making.

Administrative Preparations in Darbhanga

The district administration of Darbhanga has already completed all necessary preparations to ensure a smooth and efficient census operation. A District Level Census Committee (DLCC) has been constituted under the chairmanship of the District Magistrate, who also serves as the chief census officer. Key appointments include:

  • Manoj Kumar, ADM (Revenue)-cum-District Census Officer, who will act as the senior nodal officer of the District Census Cell.
  • Uday Narayan Prasad, District Statistical Officer-cum-Additional District Census Officer, designated as the nodal officer to oversee day-to-day operations.
