Census 2027 Introduces Self-Enumeration Option for Citizens Starting April 16
In a significant transformation of census operations, residents will have the opportunity to participate in the upcoming Census 2027 through self-enumeration, a groundbreaking facility that commences on April 16, 2026. This innovative approach marks the first time such an option has been offered in India's national census history, representing a major step toward digital governance.
How Self-Enumeration Works
The self-enumeration process enables citizens to securely complete their household details online through the dedicated portal se.census.gov.in. This portal will remain accessible for a 15-day window before the commencement of traditional house-to-house enumeration in the city. Upon successful submission of information, participants will receive a unique Self-Enumeration ID (SE ID), which must be presented to census officials during their subsequent field visit for validation purposes.
Deputy Commissioner and Principal Census Officer Nishant Kumar Yadav characterized this initiative as a citizen-friendly measure designed to enhance participation and efficiency. "The Census 2027 self-enumeration process allows citizens to securely fill their household details online via the se.census.gov.in portal," he stated. "This digital method generates a unique Self-Enumeration ID (SE ID), to be shared with officials during their field visit for validation. This is the first time such an option is being given."
Accessibility and Traditional Methods
The portal is available in English and 14 regional languages, ensuring accessibility for a diverse population across linguistic backgrounds. Following the closure of the self-enumeration window, official house-to-house House-Listing Operations (HLO) will begin. Traditional in-person interviews conducted by enumerators will continue to be available for individuals who prefer not to utilize the online facility or face challenges in accessing it.
Fully Digital Census Infrastructure
Highlighting the completely technology-driven nature of the exercise, Yadav elaborated that census enumerators will employ a mobile-based application for data collection, with all information being live-updated on the central census server. This development signifies India's inaugural fully digital census, leveraging modern technology to streamline data accuracy and processing.
Preparatory Meetings and Training
On Thursday, the deputy commissioner presided over a meeting to assess preparedness for the census operation. Discussions centered on:
- Readiness of field staff
- Operational timelines and strategies
- Capacity building and high-quality training for enumerators
Yadav emphasized the necessity for comprehensive training covering operational, technical, and practical aspects of enumeration. He instructed officials to conduct structured sessions and sensitize enumerators regarding their responsibilities to guarantee the accuracy, consistency, and completeness of collected data.
Call for Public Participation
The DC appealed to all Chandigarh residents to actively engage in the process by opting for self-enumeration starting April 16, 2026. "I urge every resident to take advantage of this facility to ensure accurate and timely submission of their information," he affirmed.
Census 2027 Timeline and Structure
The initial phase of Census 2027 in Chandigarh involves house-listing operations scheduled to begin in May 2026, with the population enumeration phase planned for February 2027. Officials have segmented the city into multiple blocks and deployed thousands of field functionaries to support this extensive exercise.
Steps for Self-Enumeration Participation
- Access the portal at se.census.gov.in
- Log in using a mobile number (OTP verification required)
- Complete the required 33 questions (first phase) within 15-20 minutes
- Submit the form to receive an 11-digit SE ID
- When the enumerator visits your residence, provide the SE ID for swift validation instead of undergoing a full interview
