Rajasthan Launches First Phase of Census 2027 with Digital Self-Enumeration Option

Officials announced on Friday that Rajasthan will commence the initial phase of Census 2027 from May 16 to June 14, focusing on comprehensive house listing and house enumeration activities. This preparatory stage sets the foundation for the nationwide population count scheduled for February 2027.

Self-Enumeration Portal Goes Live for Enhanced Public Participation

In a significant modernization move, the central government has introduced a self-enumeration facility, allowing residents to submit their household details digitally between May 1 and May 15. The dedicated portal, accessible via desktop or smartphone at https://se.census.gov.in, aims to make the census process more participatory and convenient for working families and those preferring online submission.

Director of Census Operations Bishnu Charan Mallick emphasized that while self-enumeration offers flexibility, field verification by enumerators remains mandatory even after online data submission to ensure accuracy and completeness.

Massive Deployment of Officials for Door-to-Door Data Collection

Approximately 1.60 lakh enumerators and supervisors have been mobilized across Rajasthan to conduct thorough door-to-door data collection. Each enumerator will be responsible for a block containing 150-200 houses, with an average population of 850 individuals, ensuring systematic coverage of the state.

The data collection will involve a detailed set of 33 questions covering critical household aspects, including:

  • Building identification numbers and structural details
  • Primary water sources and availability
  • Household composition and family structure
  • Name, sex, and caste information of the head of household
  • Types of cereals consumed within the household
  • Cooking fuel preferences and usage patterns
  • Access to various amenities and infrastructure facilities

Building a Reliable Framework for Population Enumeration

The house listing exercise serves a crucial purpose in identifying and systematically cataloging all buildings, census houses, and families throughout Rajasthan. Mallick explained that this meticulous groundwork creates a dependable framework for the subsequent population enumeration phase in February 2027, ensuring no individual or household is overlooked during the final count.

To support this digital transformation, authorities have developed several technological tools including the Census Management & Monitoring System (CMMS) portal, House-listing Block Creation (HLBC) web portal, and the dedicated House-listing App (HLO app). These platforms are designed to streamline data collection, management, and monitoring processes.

Public Cooperation and Security Measures Emphasized

Mallick urged all citizens to cooperate fully with census officials by providing accurate and complete information. He specifically advised residents to verify the official identity cards of enumerators before sharing any personal or household details, emphasizing the importance of data security and privacy throughout the process.

The successful implementation of this first phase in Rajasthan will serve as a model for other states as India prepares for its first fully digital census in 2027, marking a significant advancement in the country's demographic data collection methodology.
