In a significant move to curb the misuse of liquid medicines and prevent drug abuse, the central government has banned the over-the-counter (OTC) sale of cough syrups and other syrups. These medicines will now be available only with a valid prescription from a registered medical practitioner.
New Regulation for Syrups
The Ministry of Health and Family Welfare issued a notification amending the Drugs and Cosmetics Rules, 1945. As per the new regulation, all syrups containing certain active pharmaceutical ingredients (APIs) that have abuse potential will be classified as prescription drugs. This includes commonly used cough syrups containing codeine, dextromethorphan, and other narcotic or psychotropic substances.
The decision comes in the wake of rising concerns over the non-medical use of these syrups, especially among youth. Reports from various states indicated that cough syrups were being abused for their intoxicating effects, leading to health complications and addiction.
Impact on Consumers and Pharmacies
Consumers will now need to consult a doctor to obtain these medicines. Pharmacies are required to maintain records of prescriptions and dispense only against valid prescriptions. Non-compliance can lead to penalties, including suspension of license.
The ban is expected to reduce the easy availability of these syrups and thereby curb their misuse. However, it may cause short-term inconvenience for patients who previously bought them without prescription for common ailments like cough and cold.
Government's Stance
Health ministry officials stated that the move is in line with global best practices to prevent drug abuse. Similar regulations exist in many countries where such syrups are schedule H or H1 drugs. The government also plans to increase awareness among healthcare professionals and the public about the dangers of misuse.
The notification also includes provisions for stricter monitoring of sales and a mechanism to report suspicious purchases. This is part of a broader effort to combat substance abuse in the country.
