Chandigarh Administration Launches Comprehensive Investigation into Cattle Deaths

The Chandigarh administration's special committee has initiated a full-scale investigation into the recent cattle deaths at the local carcass centre and gaushala. On Thursday, the committee took decisive action by sending samples to the Central Forensic Science Laboratory for detailed scientific analysis.

Committee Demands Complete Documentation

Officials stated that this move aims to identify the exact cause of death and gather technical evidence for the case. The committee has formally requested all logbooks, registers, and records from the Chandigarh Municipal Corporation concerning employees and cattle at both facilities.

The investigation team has also demanded CCTV footage, DVR systems, and tender and allotment documents related to the carcass facility. This comprehensive documentation request shows the committee's determination to leave no stone unturned.

On-Site Inspection and Procedure Review

Committee members personally visited the Makhan Majra carcass centre and the adjoining gaushala at Raipur Kalan. They conducted a thorough review of the entire operational process, examining every step from cattle intake and fodder supply to medical checks, shed maintenance, and carcass disposal procedures.

Sources revealed that the team specifically assessed compliance with standard operating procedures during their inspection. The Municipal Corporation has been instructed to submit all required documents by Friday to maintain the investigation's momentum.

Staff Scrutiny and Public Allegations

The investigation will closely examine details of all staff posted at both facilities, including their specific roles and responsibilities. Employees will be summoned to provide official statements as part of the inquiry process.

Public allegations raised during Wednesday's protest at the gaushala will be formally recorded. Officials emphasized that this step is crucial for ensuring transparency and preventing similar lapses in the future.

One-Week Deadline for Completion

The inquiry must be completed within one week, according to official directives. During this period, the committee will examine operational gaps and determine accountability for the cattle deaths.

"Statements from all stakeholders will be crucial before recommending corrective measures," officials explained. The tight deadline reflects the administration's urgency in addressing this matter.

Cow Cess Collection and Utilization

According to Union Territory records, the Municipal Corporation expects to receive approximately Rs 15 crore as cow cess by the end of the current financial year, which concludes in March 2026. So far, the MC has collected over Rs 10 crore of this amount.

The cow cess, as per MC records, is specifically utilized for the maintenance and development of gaushalas. The funds are transferred to the Municipal Corporation by three different departments of the Chandigarh administration:

  • The excise and taxation department
  • The registering and licensing authority
  • The electricity department

This levy is imposed on multiple revenue streams including liquor sales, vehicle registration, and electricity bills. The substantial funds collected through this mechanism highlight the financial resources available for gaushala maintenance in Chandigarh.
