Chennai GCC Implements Comprehensive Framework to Streamline Homeless Shelter Operations

The Greater Chennai Corporation (GCC) has introduced a detailed set of operational guidelines aimed at transforming the functioning of homeless shelters across the city. This new framework establishes clear procedures for infrastructure standards, staffing patterns, monitoring systems, and the delivery of essential services to the homeless population.

Enhanced Meal Services and Standardized Menu

In a significant upgrade to existing services, the civic body has decided to provide three meals per day at all shelters. Previously, only dinner was available to residents. This expansion in food provision will be accompanied by the introduction of a standardized menu, ensuring consistent nutritional quality across all facilities.

Infrastructure Improvements and Expanded Shelter Types

The guidelines address identified gaps in shelter functioning by mandating both minor and major repair work in existing buildings. According to GCC superintendent engineer (buildings) P Annadurai, the corporation plans to develop various specialized shelter types, including recovery shelters and transit shelters, to accommodate diverse needs and ensure no one remains on the streets.

Administrative Restructuring and NGO Partnerships

All shelter-related activities have been transferred from the city health wing to the buildings department following an order from the GCC commissioner. This move aims to create integrated administration and oversight. Additionally, GCC has invited non-governmental organizations to apply for shelter maintenance and management contracts, fostering collaborative governance.

Current Shelter Network and Monitoring Systems

The civic body currently operates 49 shelters for the homeless, consisting of 37 regular facilities and 12 special shelters attached to hospitals. The new guidelines emphasize strengthening monitoring mechanisms to ensure compliance with standards and improve overall service delivery to this vulnerable population.
