The Chhattisgarh government has formally advanced the State Capital Region (SCR) plan, moving to develop Raipur, Durg-Bhilai, and Nava Raipur Atal Nagar as a cohesive urban-economic zone. Modeled after major metropolitan regions like the National Capital Region (NCR) and the Mumbai Metropolitan Region, the initiative aims to channel rapid urbanization around the capital into a planned, sustainable framework.
Ambitious Project Backed by Legislation
The SCR project, supported by a bill passed in the state assembly, seeks to transform the region into a prominent economic, industrial, and infrastructure hub in central India. The development will follow the models of the National Capital Region, Mumbai Metropolitan Region Development Authority, and Hyderabad Metropolitan Development Authority, focusing on integrated planning for housing, transport, infrastructure, investments, and civic amenities.
Chief Minister Vishnu Deo Sai initiated the plan, with Finance Minister O P Choudhary providing guidance. Officials emphasize that the initiative will prioritize better housing, education, healthcare, industry, trade, and environmentally sustainable development.
Population Projections and Infrastructure Plans
The government estimates that the SCR's population could surpass 5 million by 2031. To accommodate this growth, long-term plans are being developed for modern transport systems, wider roads, enhanced connectivity, water supply, power, sanitation, and smart urban facilities. A budgetary allocation has been made for a survey of the proposed Raipur-Durg metro rail project, which aims to ensure faster and safer movement across the region.
Governance and Legal Framework
For coordinated implementation, the Chhattisgarh Capital Region Development Authority (CCRDA) has been established as the central regulatory and planning body. The Chief Minister will head the authority, which includes ministers from key departments, the Chief Secretary, and senior officials. An executive committee will monitor project execution.
The legal foundation for the project is provided by the Chhattisgarh Capital Region Development Authority Act, 2025, which defines the authority's structure, powers, functions, and financial rights. The government has also set up a capital region development fund and a revolving fund. The authority can levy special cess, raise resources for projects, and prepare its annual budget.
Initial Steps and Funding
The first meeting of the authority took place in the assembly on March 11, 2026, covering regional mobility, logistics, a techno-economic feasibility study for metro operations, surveys, appointment of expert consultants, audit services, and planning support. Officials report that Rs 27 crore has been allocated for initial activities. The state will also prepare a capital region development and investment plan, including identification of investment zones, surveys, research studies, and phased project implementation.
The government asserts that the SCR will boost investment, industry, and employment while ensuring planned urban growth in the capital belt. With Raipur and its surrounding areas rapidly expanding into a large urban cluster, the SCR is being projected as Chhattisgarh's next major growth engine.
