In a significant move, Chhattisgarh Chief Minister Vishnu Deo Sai ordered the immediate suspension of Durg janpad panchayat CEO Rupesh Kumar Pandey over allegations of negligence and rude behavior towards citizens during a government outreach program. The action follows an incident at a public grievance redressal camp held at Thanod village under the state's 'Sushasan Tihar 2026' initiative.
Details of the Incident
According to the suspension order issued by the divisional commissioner of Durg at the chief minister's behest, a video clip from the camp showed the CEO being discourteous with citizens who had gathered to report their grievances. Taking cognizance of the clip, the collector submitted a proposal recommending disciplinary action against the officer.
Misconduct and Violation of Rules
The order noted that the official failed to discharge his duties appropriately and displayed misconduct during a government-organized public hearing. Prior to the suspension, the errant officer had been served a show-cause notice over his conduct. His explanation in response was deemed unsatisfactory, prompting disciplinary action.
The suspension order stated that the officer's conduct violated Rules 3 and 3-A of the Chhattisgarh Civil Services (Conduct) Rules, 1965. These rules require government servants to maintain absolute integrity, devotion to duty, and courteous behavior while performing official responsibilities. Emphasizing accountability in a democratic system, the order highlighted that respectful and polite conduct towards citizens is a core component of public service.
Subsistence Allowance
During the suspension period, Pandey will be entitled to a subsistence allowance as per applicable rules.
