The Chhattisgarh government has unveiled an ambitious three-year roadmap to transform its revenue administration into a fully digital and citizen-centric system. The comprehensive progress report, presented on Wednesday, outlines significant achievements in land records modernization, farmer-focused digital initiatives, and enhanced disaster management capabilities.
Digital Transformation of Land Records
During a press conference, Reena Babasaheb Kangale, Secretary of the Revenue, Disaster Management and Rehabilitation Department, revealed that the state's revenue network now extensively covers 117 sub-divisions, 251 tehsils, 793 revenue inspector circles and 5,828 patwari halkas. This massive infrastructure serves 20,551 villages and manages over 2.51 crore land parcels (khasras) across the state.
Officials confirmed that nearly the entire land record system has been computerized, with khatauni and land maps of all 20,551 villages' khasras digitized successfully. Additionally, modern record rooms have been completed in 155 tehsils to efficiently store and manage these crucial documents.
The department is introducing an innovative auto diversion system that promises to process land-use change cases within 15 days, significantly reducing waiting times for citizens. This initiative marks a substantial improvement in service delivery efficiency.
Digital Tehsil and Farmer Initiatives
Under the proposed "Digital Tehsil" initiative, future tehsil hearings and case disposals will transition to online platforms, eliminating the need for landholders to make repeated visits to tehsil offices or patwaris. This digital leap will enable citizens to receive details of their Khasra entries directly on their mobile phones, bringing unprecedented convenience to rural and urban landowners alike.
In agricultural technology advancements, the state has made significant progress under the Centre's flagship AGRISTACK project. Officials reported that data verification has been completed for 26 lakh farmers, with Farmer IDs generated for each verified individual. The Digital Crop Survey (DCS) for the Kharif 2025–26 season, conducted from August 15, 2025, across 14,066 villages in 33 districts, has been successfully completed.
The department has established a dedicated toll-free helpline 1800-233-1030 for farmers seeking support or information related to these digital agricultural initiatives.
Property Rights and Disaster Management
Under the SVAMITVA scheme, the government is issuing formal property records to rural households for land falling within village habitation areas, providing legal recognition and security to property owners in rural regions.
For disaster mitigation, the state has sanctioned structural and non-structural works worth ₹76.85 crore for 488 projects under the State Disaster Mitigation Fund in the current financial year. The government has selected approximately 3,000 "Yuva Aapda Mitras" (youth disaster volunteers) who are currently undergoing training to respond effectively during emergencies.
To ensure prompt emergency response, Chhattisgarh has activated an Emergency Response Support System with toll-free number 1070, enabling citizens to seek immediate assistance during disaster situations.
The state's digital initiatives now allow citizens to:
- View full court proceedings online through e-Court
- Download digitally signed Khasra and B-1 copies free of cost
- Receive SMS alerts on registered mobile numbers whenever changes occur in land records
- Access land records through an Android application
- View online land maps and apply for mutation (name transfer) online
This comprehensive digital transformation represents a significant step toward transparent, efficient, and citizen-friendly governance in Chhattisgarh's revenue administration system.
