Officials have confirmed that the proposal, which drew inspiration from the Sabarmati riverfront in Gujarat, has been placed on hold indefinitely.

Centre's Interest in Repurposing the Site

Instead of the envisioned riverfront, the site is now being considered for repurposing by the Central government through the Union Ministry of Housing and Urban Affairs (MoHUA). The primary focus is on developing a parking facility aimed at alleviating traffic congestion in the bustling Kartavya Bhawan area. A senior DDA official stated, "We are not currently planning any restoration or revival of the land. The Centre has, however, shown interest in developing a parking facility at the site to ease traffic pressure in the Kartavya Bhawan area." MoHUA has not provided any official response to inquiries regarding this proposed change in land use.

Current Construction Activities and Environmental Concerns

Recent visits to the site revealed ongoing construction of a boundary wall along the service lane adjacent to Ring Road, running parallel to the Millennium Depot boundary. While DDA attributed this work to the Public Works Department (PWD), the department declined to comment on the specific purpose behind the construction. This development occurs against a backdrop of environmental sensitivity, as the Millennium Depot was originally built as a temporary facility for the 2010 Commonwealth Games on the Yamuna riverbank. It featured parking for nearly 1,000 buses, five workshop-cum-scanning centres, a logistics hub, and two CNG filling stations.

The depot was subsequently shut down after it was discovered to have been constructed on the Yamuna floodplain in violation of environmental regulations that prohibit permanent or concrete structures in such ecologically fragile zones. An environmental activist filed a petition with the National Green Tribunal (NGT), seeking the depot's relocation. The NGT directed the applicant to approach the committee overseeing the Yamuna cleaning efforts, highlighting the ongoing environmental oversight.

Historical Context and DDA's Riverfront Initiatives

In January 2023, DDA reclaimed approximately 60 acres of floodplain land that had been utilized by the Delhi Transport Corporation (DTC) for years. Following this reclamation, the authority announced plans to restore the area in compliance with NGT directives. Over the past five years, DDA has undertaken ten riverfront development projects, including the Asita project, which incorporates lawns, walkways, cycle tracks, parking areas, and congregation spaces. These initiatives reflect a broader commitment to urban rejuvenation, though the current proposal's shelving marks a pivot in strategy for the Millennium Depot site.

The initial riverfront plan was first announced by former Lieutenant Governor VK Saxena in 2023, aiming to transform the area into a recreational hub. However, with the Centre's intervention and the pressing need for traffic management solutions, the focus has shifted towards utilitarian infrastructure. This decision underscores the complex balancing act between environmental preservation, urban development, and practical civic needs in Delhi's rapidly evolving landscape.
