Delhi Disaster Management Authority Approves Major Flood Mitigation Strategy
New Delhi: In a significant move to address urban flooding challenges, the Delhi Disaster Management Authority (DDMA) has granted in-principle approval to a comprehensive Urban Flood Mitigation Plan with a proposed financial outlay of Rs 21,000 crore. The decision was taken during a crucial meeting chaired by Lieutenant Governor Taranjit Singh Sandhu on Wednesday, which was attended by Chief Minister Rekha Gupta and other senior government officials.
Comprehensive Infrastructure and Technology Solutions
The meeting focused extensively on strengthening Delhi's drainage infrastructure through multiple strategic interventions. Key components of the approved plan include comprehensive desilting of major drains, construction of new stormwater channels, and deployment of advanced real-time flood monitoring systems across vulnerable areas. Chief Minister Rekha Gupta emphasized the critical importance of timely implementation before the upcoming monsoon season to prevent waterlogging and flooding incidents.
During the discussions, government officials presented detailed measures for modernizing stormwater management systems. The Public Works Department (PWD) delivered a comprehensive presentation that led to approval for implementing a Drainage Master Plan. This long-term strategy aims to systematically upgrade drainage networks, integrate existing water bodies into flood management systems, and leverage technology for improved water flow management throughout the city.
Establishment of Advanced Emergency Response Centers
The DDMA meeting resulted in several key decisions regarding institutional infrastructure for disaster management. Government authorities approved the establishment of an Emergency Operations Centre (EOC) and an Integrated Command and Control Centre that will serve as the nerve center for coordinating disaster response efforts. These facilities will enable real-time coordination between various agencies and departments during emergencies.
The new centers will incorporate artificial intelligence and satellite-based predictive analytics to enhance response capabilities during floods, earthquakes, fires, and chemical emergencies. This technological integration represents a significant advancement in Delhi's disaster preparedness framework.
Fuel Supply Preparedness and Additional Safety Measures
Beyond flood management, the meeting also addressed critical supply chain concerns. The food and civil supplies department presented comprehensive measures to ensure uninterrupted availability of essential fuels including LPG, PNG, petrol, and diesel. This review was conducted in light of the evolving global geopolitical situation that could potentially impact fuel distribution networks.
Lieutenant Governor Sandhu directed all concerned departments to expedite implementation of the approved measures. Chief Minister Gupta reiterated that disaster resilience remains a top priority for the Delhi government, noting that the Prime Minister's 10-point agenda on disaster risk reduction would guide their comprehensive approach to urban safety and preparedness.
Additional Governance Meetings and Safety Initiatives
In related developments, Lieutenant Governor Sandhu addressed recent safety concerns through social media. "Chaired DDMA meeting with CM Rekha Gupta. Reviewed measures for urban flooding mitigation & Delhi's Drainage Master Plan... Discussed today's unfortunate residential fire incident; directed a comprehensive fire audit across localities & institutions to strengthen prevention," Sandhu wrote on platform X.
Separately, Sandhu conducted meetings with various officials to discuss broader governance initiatives. He met with NDMC chairperson Keshav Chandra at Lok Niwas to discuss "the roadmap to unlock the full potential of the NDMC area." Additional meetings included discussions with Dr. VK Paul, member of NITI Aayog; Dr. M Srinivas, director of AIIMS; Rajib Kumar Sen, programme director at NITI Aayog; and Rupesh Thakur, secretary (health) at Delhi government.
