Legal Framework and Current Compliance Issues

Under the Central Motor Vehicles Rules of 1989, it is mandatory for every vehicle owner to obtain a valid PUC certificate after one year of registration and to present it upon request. Despite this long-standing legal requirement, a significant number of vehicles continue to operate without proper certification, substantially worsening pollution levels across the city.

Strict Enforcement Mandated by Air Quality Authorities

The chief minister highlighted that the Commission for Air Quality Management (CAQM) has incorporated strict enforcement of PUC norms into its revised Graded Response Action Plan (GRAP). This framework authorizes stringent actions against polluting vehicles, including potential seizure and the imposition of maximum penalties.

Directive to Fuel Stations and Accountability Measures

According to the new directive, fuel will be supplied exclusively to vehicles presenting valid PUC certificates. Accountability has been clearly assigned across all relevant agencies to ensure zero tolerance in implementation. All petrol pumps and gas outlets have received explicit instructions to comply with the order in both letter and spirit.

Multi-Agency Coordination for Rigorous Enforcement

The food and supplies department, transport department, Municipal Corporation of Delhi (MCD), and traffic police have been jointly tasked with ensuring rigorous enforcement of this directive. Authorities have been cautioned that any lapse or negligence in execution will result in strict disciplinary action.
