The Delhi government has significantly increased the financial powers of the Municipal Corporation of Delhi (MCD) commissioner, raising the approval limit from Rs 5 crore to Rs 50 crore. Chief Minister Rekha Gupta stated that empowering local bodies for development remains the government's foremost priority. She highlighted that this decision is firmly rooted in public interest and will directly benefit Delhi's residents by ensuring more efficient resource utilization and enhancing the effectiveness of public expenditure.
"Timely execution of development works will ensure better utilisation of resources and enhance the effectiveness of public expenditure," Gupta emphasized, underscoring the government's commitment to responsive governance.
Overcoming Multi-Tiered Approval Delays
Previously, the MCD commissioner could only approve projects up to Rs 5 crore. Any project exceeding this amount required a cumbersome multi-tiered approval process involving the corporation's standing committee and final clearance from the House of the Corporation. This bureaucratic mechanism frequently resulted in avoidable delays, hindering the timely implementation of critical infrastructure and civic projects.
Streamlined Implementation for Faster Development
The enhanced delegation of financial powers to Rs 50 crore is expected to simplify, expedite, and make the implementation process of various schemes more effective. This change will facilitate the timely execution of works related to:
- Road construction and maintenance
- Drainage and sanitation systems
- Community facilities and public amenities
- Other essential civic services
