Delhi Government Requests Rs 100 Crore for PM-UDAY Scheme

The Delhi Government has formally requested Rs 100 crore from the central government to expedite the implementation of the revised Pradhan Mantri Unauthorised Colonies in Delhi Awas Adhikar Yojana (PM-UDAY). This scheme aims to grant property rights to residents of 1,511 unauthorised colonies in the national capital.

Chief Minister Rekha Gupta sent a letter to Union Housing and Urban Affairs Minister Manohar Lal Khattar, seeking the first tranche of funding. The funds are intended to establish a technology-driven survey and verification system, set up district-level PM-UDAY cells, and launch a large-scale public awareness campaign.

Revised Framework and Implementation Plan

The revised PM-UDAY regulations were notified on April 6, 2026, providing a new legal framework for conferring property rights. The scheme allows unauthorised colonies to be regularised on an as-is-where-is basis, simplifying the ownership process for lakhs of residents.

The Delhi Government's Revenue Department has been designated as the nodal agency for implementing the scheme. It will establish dedicated PM-UDAY cells in all 13 districts, each headed by an Additional District Magistrate (ADM). The department will also undertake physical verification of properties, digital mapping, and updating of land records across all unauthorised colonies.

Allocation of Funds

Of the proposed Rs 100 crore, Rs 65 crore has been earmarked for developing the DRISHTI-based land survey and mapping system. This system will use modern technology to digitise and verify property records. Another Rs 25 crore has been allocated for establishing PM-UDAY cells at the district and headquarters levels to process applications and issue property documents within a prescribed 45-day timeline.

The remaining Rs 10 crore is proposed for awareness and outreach activities. These include workshops with resident welfare associations (RWAs), help desks, dissemination of standard operating procedures (SOPs), and single-window camps to educate residents about eligibility criteria and application procedures.

Request for Financial Assistance

CM Gupta has requested that the financial assistance be released under the Urban Development Fund (UDF). She stated that the institutional framework for implementation is already in place and work is underway. According to the CM's Office, timely financial support from the Centre would help ensure that lakhs of residents receive legal ownership rights in a faster and more transparent manner.

The PM-UDAY scheme was originally launched by the Centre to confer ownership rights to residents of unauthorised colonies in Delhi. The revised framework seeks to expedite implementation through greater use of technology and decentralised district-level administration.
