The Delhi government has announced a comprehensive modernisation of all sub-registrar offices in the capital, drawing inspiration from the 'Passport Seva Kendras' model. The initiative aims to make property registration transparent, technology-driven, and citizen-friendly by engaging private companies to set up and operate premium service centres.
Chief Minister's Vision
Chief Minister Rekha Gupta stated, 'We want to create one of the most advanced property registration systems in the country under this initiative. The aim is to transform the way these offices function so that citizens registering property no longer have to deal with delays, corruption, middlemen or unnecessary hassles.' She made these remarks during a meeting on Saturday.
Redesigning Sub-Registrar Offices
The Chief Minister's Office (CMO) confirmed that Gupta has directed officials to redesign the functioning of sub-registrar offices. This involves creating an advanced property registration system by combining digital infrastructure, streamlined processes, and tighter monitoring mechanisms. Delhi's registrar offices, operating under the revenue department, handle hundreds of daily visitors for registering various property and legal documents, including sale deeds, conveyance deeds, gift deeds, lease and rent agreements, mortgage deeds, partition deeds, relinquishment deeds, wills, power of attorney documents, partnership deeds, and trust deeds.
Review Meeting and Technology Exploration
Officials revealed that the chief minister recently held a review meeting with senior officers and technology firms to explore successful models adopted in other states for improving citizen services. Several companies presented digital workflows, automated verification systems, and service delivery models designed to reduce delays and enhance transparency in government offices.
Expected Facilities After Revamp
Post-revamp, registrar offices are expected to provide a professional service experience similar to Passport Seva Kendras. Planned amenities include:
- Air-conditioned waiting lounges
- Digital help desks
- Token management systems
- Real-time application tracking
- Drinking water facilities
- Trained support staff
Additionally, online appointment systems, pre-verification of documents, and live tracking of applications are being introduced to cut waiting time and reduce crowding at offices.
Advanced Verification and Security Systems
The CMO stated that the government plans to introduce advanced verification and security systems, such as:
- AI-powered facial recognition for identity checks
- Digital record management
- Blockchain-backed data protection to make property records more secure and tamper-resistant
Technologies like geo-fencing and integrated digital databases are also being considered to reduce fraudulent transactions and disputes related to ownership records.
This modernisation effort aims to eliminate middlemen, curb corruption, and provide a seamless experience for citizens, aligning with the government's broader digital India initiatives.
