"These SPCAs will function under the Prevention of Cruelty to Animals Act and include experts and members associated with animal welfare," Gupta stated. "The objective is to strengthen animal welfare at the grassroots level."

Comprehensive Responsibilities of District SPCAs

SPCAs are statutory bodies at the district level responsible for implementing animal welfare legislation. Their extensive roles and responsibilities include:

  • Acting on complaints regarding animal cruelty and abuse
  • Coordinating rescue operations and medical treatment for injured or mistreated animals
  • Overseeing animal shelters and facilities to ensure compliance with welfare standards
  • Collaborating with police departments, municipal authorities, and non-governmental organizations
  • Responding swiftly to reported cases of animal mistreatment
  • Supervising sterilization and vaccination programs for stray animal populations
  • Conducting awareness campaigns about animal welfare
  • Maintaining comprehensive records of actions taken and cases resolved

Enhanced Coordination and Monitoring

Chief Minister Gupta emphasized that having district magistrates lead these committees would result in more efficient handling of animal cruelty cases, with improved monitoring capabilities and better inter-agency coordination.

"With DMs heading the district committees, cases of animal cruelty would be addressed more swiftly, with improved monitoring and coordination," Gupta explained. "This will make the system more responsive and effective."

State-Level Oversight and Support

At the state level, the Animal Welfare Board will serve as the apex body overseeing the entire framework. This board will monitor the implementation of animal protection laws while providing both technical assistance and financial support to district SPCAs to enhance their operational capacity.

Transition from Existing Structure

An official familiar with the announcement revealed that the separately functioning Delhi Society for Prevention of Cruelty to Animals (DSPCA) will be dissolved once the new district-level system becomes fully operational. This transition represents a significant restructuring of Delhi's animal welfare governance framework.
