Notably, teachers have demonstrated particular reluctance, as census duties directly conflict with their scheduled summer holidays, creating timing complications that further exacerbate the staffing crisis.

On Wednesday, the influx of exemption requests reached new intensity. One employee petitioned for special consideration, claiming his pregnant wife could not reasonably conduct door-to-door surveys in the current weather conditions. Another staff member cited his wife's physical unfitness for the demanding fieldwork required.
In response, Municipal Corporation officials systematically redirected these applicants to the Deputy Commissioner's office, clarifying that they lack the administrative competency to modify official duty rosters or grant exceptions. This reluctance extends beyond fieldwork to encompass mandatory training sessions, which numerous employees are reportedly unwilling to attend despite their compulsory nature for all participating census staff.
