Dibrugarh: In a decisive move to tackle escalating traffic congestion and public safety concerns, the office of the co-district commissioner in Duliajan has declared the road stretch from Daily Bazar area to Tipling Tiniali in the oil township a “no-parking zone” for all heavy and commercial vehicles, effective immediately.
Order Issued Following Supreme Court Directives
The order, issued by Co-DC Duliajan Ankur Das on Friday, aligns with directions from the Supreme Court in a Writ Petition (Civil) that mandated all state and district administrations to bolster road safety measures, eliminate traffic hazards, and strictly regulate parking of heavy and commercial vehicles in public spaces.
Reasons Behind the Decision
Reports from the district transport authority, Duliajan traffic police, and local administrative bodies highlighted that indiscriminate parking of heavy vehicles along this busy stretch led to severe traffic jams, obstructed pedestrian movement, and significantly raised the risk of road accidents. The area is a densely populated commercial hub, witnessing continuous foot traffic from schoolchildren, college students, and daily commuters.
Key Provisions of the Order
- No heavy vehicle—including trucks, trailers, tankers, dumpers, and other commercial transport vehicles—shall be parked or allowed to remain stationary on the stretch, except in emergencies duly permitted by authorities.
- Violators will face penal action under the Motor Vehicles Act, 1988, and other applicable laws, including towing, seizure of vehicles, and imposition of fines and penalties.
- The Public Works Department (PWD) has been directed to install adequate no-parking signage along the stretch and undertake public awareness measures to ensure compliance.
