Goa Cabinet Approves PG Seat Reservation Rules for GMC 2026

The Goa state cabinet on Thursday granted approval for the Goa (Rules for Admission to Postgraduate Degree Course of the Goa University at the Goa Medical College) Rules, 2026. These rules establish a reservation framework for postgraduate seats at Goa Medical College (GMC), allocating 2% for Scheduled Castes (SC), 12% for Scheduled Tribes (ST), 27% for Other Backward Classes (OBC), 5% for persons with disability (PwD), and 10% for economically weaker sections (EWS). GMC offers a total of 68 PG seats annually.

Seat Distribution and Variation

The rules stipulate that seat distribution is subject to variation based on the approved seats by the National Medical Commission (NMC) and Goa University, as applicable at the time of counselling. The exact number of seats available in each specialty will be communicated during the counselling process. The reservation roster follows a 100-point system with subjects arranged alphabetically for seat allocation up to 68, and the roster continues from point 69 in the subsequent year.

Merit List Categories

A merit list of all eligible candidates shall be prepared according to the following groups in order of precedence:

  • Group I: Candidates who have been admitted to the first year of MBBS and graduated from GMC, and satisfactorily completed their full internship at GMC.
  • Group II: Candidates who graduated from GMC but completed their internship outside GMC, in a college recognised by the NMC.
  • Group III: Candidates who graduated from a medical college recognised by the NMC, other than GMC, and completed their internship at GMC.
  • Group IV: Candidates who graduated from and completed their internship at a medical college recognised by the NMC, other than GMC, including those who have cleared the Foreign Medical Graduate Examination (FMG) or other tests mandated by the NMC, and are registered with MCI/MC or any state medical council.

Preference for Goan Natives

SC, ST, OBC, PwD, and EWS applicants fulfilling the specified criteria of Group I will be considered for seats as per the reservation table. In Groups II, III, and IV, Goan native candidates shall be placed higher in merit over other eligible applicants. All seats shall first be allotted to candidates in Group I. Subsequently, the merit lists for Groups II, III, and IV will be operated sequentially, only after the Group I merit list is exhausted.

Allotment Process

The admission committee shall allot seats based on merit and the choices exercised by candidates, ensuring that every applicant receives his/her highest possible choice according to merit. This allotment is final and binding on the candidate. Once a seat is allotted, the candidate shall not be considered for further allotment of lower-preference options in the same rounds of admissions. However, candidates will be permitted to submit fresh choices for subsequent rounds.
