The Goa state cabinet on Wednesday granted approval and expenditure sanction of Rs 58 lakh for M/s Samruddhi Nursery to undertake the fabrication, installation, and development of a vertical garden and associated landscaping work at the assembly complex in Porvorim. The work was awarded on a nomination basis, bypassing standard codal formalities due to the urgency surrounding the beautification and landscaping of the assembly premises ahead of the Commonwealth Parliamentary Association (CPA), India Region Conference.
Urgency Due to CPA Conference
The state assembly hosted the CPA West Zone Conference in April, which was attended by speakers, ministers, members of Parliament, and MLAs from various states. The cabinet noted that the limited time available before the event necessitated entrusting the work to an agency on a nomination basis, as the standard tendering process would have been too time-consuming.
Selection of Samruddhi Nursery
According to the cabinet, the legislature secretariat decided to allot the work to Samruddhi Nursery, a landscaping agency with two decades of experience in landscaping and biodiversity conservation. The company was chosen to ensure timely completion of the vertical garden and associated landscaping work.
The decision has raised questions about adherence to procurement norms, but the government defended it as essential for the successful hosting of the international conference. The project includes fabrication, installation, and development of the vertical garden, aiming to enhance the aesthetic appeal of the assembly complex.
