The revenue department in Goa has taken a firm stand against illegal land encroachments. It issued strict directives to all departments and comunidades across the state. The goal is clear: prevent new encroachments on public land and comunidade land from happening.

Zero Tolerance for Unauthorised Structures

A circular dated January 2 mandates constant vigilance against new encroachments on government and comunidade land. Officials received warnings about any lapses in their duties. The department reaffirmed its zero tolerance policy for unauthorised structures built after 2014.

"Any failure on the part of an officer or official... shall be viewed seriously," the circular stated. It emphasised that officials holding their posts will be held accountable during their entire tenure.

Accountability and Disciplinary Action

The circular, issued by Under Secretary Vrushika Kauthankar, names specific officials who face disciplinary action. Mamlatdars, panchayat secretaries, and police inspectors must prevent illegal constructions. Failure to do so will result in serious consequences for them.

Flying Squads Activated Across Talukas

District collectors received direct orders to ensure flying squads operate in every taluka. These squads must include representatives from various departments:

  • Block Development Officers (BDOs)
  • Talathis
  • Town and Country Planning (TCP) officials
  • Goa Coastal Zone Management Authority (GCZMA) members
  • Police representatives

The flying squads will remain operational even on weekends. This round-the-clock vigilance aims to catch encroachments as they happen.

Protection for Majhe Ghar Scheme Homes

While cracking down on new encroachments, the revenue department wants to protect eligible homes. The Majhe Ghar scheme safeguards structures that existed before February 28, 2014. The department ensures these homes remain untouched while preventing new illegal constructions.

Public Participation Through Helplines

Dedicated WhatsApp helplines will enable the public to file complaints. Citizens can report encroachments for immediate intervention. This move encourages community involvement in protecting public land.

The revenue department's comprehensive approach combines strict enforcement with public engagement. It aims to preserve Goa's land resources while upholding the rights of legitimate homeowners.
