Goa Panchayats Directed to Form Annual Development Plans for Spatial Planning
The director of panchayats in Goa has issued a formal memorandum to all block development officers (BDOs) across the state, mandating them to direct village panchayats to prepare comprehensive annual development plans. This initiative is specifically designed to focus on spatial planning by local bodies, in strict accordance with Section 238 of the Goa Panchayat Raj Act 1994.
Citizen Advocacy Spurs Action
Following a recent amendment that introduced spatial planning provisions into the Goa Panchayati Raj Act, concerned citizens and advocacy groups have actively urged the chief secretary to initiate the preparation of these annual development plans. The director of panchayats acted promptly upon receiving a formal letter from the Goa Bachao Abhiyan (GBA), a prominent civil society organization, directing BDOs to inform all panchayats within a strict 30-day deadline and report back on compliance.
Training and Empowerment for Panchayats
In a proactive move, members of the Goa Bachao Abhiyan met with the director and deputy director of panchayats to discuss and organize specialized training programs. These programs aim to empower panchayat members with the necessary skills and knowledge to effectively prepare the annual development plans. The plans, once formulated at the village level, will follow a structured upward trajectory:
- They will first be submitted to the zilla parishad for initial review and consolidation.
- Subsequently, they will be forwarded to the district planning committee for further assessment and integration.
- Finally, these compiled plans will contribute to the formulation of a comprehensive state-level development plan.
Ensuring Participatory and Sustainable Development
Sabina Martins, the convener of the Goa Bachao Abhiyan, emphasized the critical importance of public awareness and participation in this process. "GBA calls upon the people to be aware of the process and participate to ensure sustainable development. GBA will monitor the process to ensure participatory planning is successfully implemented," she stated. This monitoring role by GBA is intended to guarantee that the planning process remains transparent, inclusive, and aligned with the principles of sustainable development, fostering greater community involvement in local governance and spatial decision-making.
