Goa Panchayats Directed to Prepare Annual Development Plans for Spatial Planning
The director of panchayats in Goa has issued a formal memorandum to all block development officers (BDOs), instructing them to direct village panchayats to prepare comprehensive annual development plans. This initiative is a significant step toward enhancing local governance and sustainable development in the state.
Focus on Spatial Planning as per Legal Framework
The annual development plans will specifically focus on spatial planning by local bodies, in strict accordance with Section 238 of the Goa Panchayat Raj Act 1994. This section relates to the implementation of the 73rd and 74th amendments of the Constitution of India, which aim to decentralize power and empower local self-governments.
Following the recent amendment that introduced spatial planning provisions into the Goa Panchayati Raj Act, citizens and advocacy groups have actively urged the chief secretary to initiate the preparation of these annual development plans. This move is seen as crucial for aligning local development with broader state and national goals.
Citizen Advocacy and Compliance Timeline
The director of panchayats acted upon a formal letter from the Goa Bachao Abhiyan (GBA), a prominent citizens' advocacy group. In response, the director has directed BDOs to inform all village panchayats within a strict 30-day period and to report back on compliance with this directive.
Members of the Goa Bachao Abhiyan recently met with the director and the deputy director of panchayats to discuss the implementation of training programmes. These programmes are designed to empower panchayats with the necessary skills and knowledge to effectively prepare their annual development plans.
Planning Process and Monitoring
Once prepared, the annual development plans from village panchayats will be submitted to the zilla parishad. From there, they will be forwarded to the district planning committee. The district planning committees will then consolidate these plans to contribute to the formulation of a comprehensive state-level development plan.
Sabina Martins, the convenor of the Goa Bachao Abhiyan, emphasized the importance of public participation in this process. "GBA calls upon the people to be aware of the planning process and participate to ensure sustainable development. GBA will be monitoring the process, taking necessary steps to ensure participatory planning is successfully implemented," she stated.
This initiative marks a proactive effort to integrate grassroots planning into the state's development framework, promoting transparency, accountability, and community involvement in local governance.
