Goa Road Safety Committee Exposes Critical Infrastructure Deficiencies

A comprehensive joint inspection conducted by the district road safety committee (DRSC) at Merces junction and the vicinity of the Kadamba bus stand in Goa has brought to light significant infrastructure gaps, severe safety hazards, and persistent coordination challenges among multiple government agencies. The inspection, which took place on Wednesday, involved active participation from representatives of 11 distinct departments, including the police, fire services, municipal authorities, and various transport agencies.

Immediate Safety Concerns and Hazardous Findings

At both inspected locations, authorities identified numerous issues that demand urgent attention. These include the accumulation of debris and unused materials such as poles and construction waste along roadsides, which are obstructing both vehicular traffic and pedestrian movement. A particularly alarming discovery was an exposed underground gas pipeline near the EDC complex, noted for its rusted condition and unclear markings. This finding prompted the immediate involvement of relevant agencies to assess and secure the site, as highlighted by road safety activist Roland Martins.

Jurisdictional Ambiguities and Accountability Measures

Officials also reported a lack of clarity regarding jurisdiction, with different road stretches falling under overlapping authorities, complicating maintenance and safety efforts. In response, all 11 departments have been instructed to submit detailed maps of their jurisdictions, clearly marking infrastructure assets and responsibilities to ensure accountability. Additionally, they have been directed to remove debris and obstructions within a few days, repair unsafe infrastructure like open gutters and missing slabs, and submit proposals for necessary engineering and safety improvements.

Pedestrian Safety and Traffic Flow Enhancements

The inspection underscored the near absence of safe pedestrian pathways between key stretches, including routes around Merces junction. Even basic facilities such as safe crossing points at roundabouts were found to be lacking. To address congestion and improve safety, authorities are considering reworking traffic flow near flyovers, including the introduction of new exit routes for vehicles traveling from Ponda towards Bambolim. Furthermore, crash barriers blocking access to service roads in some areas may be removed to facilitate smoother traffic movement.

Infrastructure Upgrades and Safety Awareness Initiatives

The DRSC has proposed replacing existing metal barricades, many of which display casino or commercial branding, with dedicated road safety signage carrying awareness messages on helmet use, drunk driving, and other critical safety practices. The functioning of AI-based traffic surveillance systems was also reviewed during the inspection, with plans for further assessment at the next committee meeting focusing on operations, data sharing, and camera deployment across Goa.
