Goa Panchayats Minister Announces Strict Measures for AI Attendance System Adoption
Panchayats Minister Mauvin Godinho issued a stern warning on Thursday, stating that employees and panchayats refusing to adopt the newly implemented AI-based attendance system will face salary cuts. The system has been rolled out for approximately 700 employees across all 191 panchayats in Goa.
Mandatory Registration and Enforcement
"I introduced an AI-based attendance system for the panchayats, and 88% of the employees have registered. In due course, I am confident that other departments will adopt this system," said Godinho during a legislative session. "I decided to stop the salary of those who do not come on the AI-based attendance system. I issued directions."
The minister made these remarks while responding to a motion to cut grants for the panchayat department, emphasizing the government's commitment to modernizing administrative processes through technology.
Expansion of Panchayat Staff and Digital Services
Godinho also revealed significant developments for panchayat infrastructure. He announced that all 191 panchayats will soon be able to employ an additional staff member, specifically an engineer. "It is pending with the finance department. Administrative approval was given, and other departments also gave approval," he clarified.
Furthermore, the minister informed the House about plans to create a special cell within the panchayat department. This cell will assist villages in effectively utilizing finance commission funds, ensuring better resource allocation and development projects.
In a push toward digital governance, Godinho added that most panchayat services should be available online within a few months. He noted that 65 panchayats are already uploading their data to the online platform, marking progress in the digital transition.
Legislative Demands and Government Responses
During the session, Curchorem MLA Nilesh Cabral raised concerns about panchayat staff wages, urging the minister to ensure increases. "If you can't find a solution, then who will find a solution? There is no reason for playing the blame game. You are the minister, you are govt," said Cabral.
In response, Godinho stated that he has already given administrative approval for the implementation of the 7th Pay Commission for panchayat employees. "The file is with the finance department. The chief minister will consider it. The 7th Pay Commission is a matter of their right, and it will be done," he assured.
Funding and Waste Management Challenges
Godinho also addressed funding issues, mentioning that he will speak to the chief minister to enhance allocations for panchayats under the Swachh Bharat Mission. This move aims to support cleanliness and sanitation initiatives at the village level.
However, GFP MLA Vijai Sardesai highlighted ongoing struggles with solid waste management in village panchayats. "Villages continue to grant construction licences, but dry and wet waste management mechanisms do not exist. Govt must give a commitment to handle dry waste and sanitary waste," Sardesai emphasized, pointing to a critical gap in rural infrastructure.
