Panaji: The Goa State Waste Management Corporation (GSWMC) is set to inspect solid waste management facilities operated by six companies that have submitted bids for establishing a 100-tonne-per-day (TPD) plant at Bainguinim. A senior government official stated that a GSWMC team will visit Chennai, Solapur, and Ahmedabad starting next month to assess the operational efficiency of these plants and determine their suitability for Goa's project requirements.
Bidding Companies and Evaluation Process
The six companies that have submitted bids are Hyderabad Integrated MSW Ltd, Hindustan Waste Treatment Pvt Ltd, 3R Management Ltd, Srinivas Waste Management Services Pvt Ltd, Organic Recycling Systems Pvt Ltd, and HNB Engineers Pvt Ltd. Following the site visits, each company will deliver presentations to the GSWMC detailing the technology they intend to deploy for the plant and addressing any queries from the corporation.
“Once the companies qualify, they will be eligible for the financial bid, and thereafter the successful bidder will be declared,” the official added. During a pre-bid meeting, five companies submitted details of existing plants they have set up and raised several queries regarding the tender process.
Project Background and Scope
The state government has invited bids for the fourth time to establish this plant. The Rs 140-crore public-private partnership (PPP) project is structured on a design, build, finance, operate, and transfer (DBFOT) basis. The initiative aims to enhance solid waste management infrastructure in Goa, addressing the growing waste disposal needs of the region.
The GSWMC's evaluation will focus on verifying that the proposed technologies and operational models align with Goa's specific environmental and regulatory standards. The successful bidder will be responsible for the plant's long-term operation before transferring it to the state government.
