The Commission for Air Quality Management (CAQM) has imposed Stage 1 of the Graded Response Action Plan (GRAP-1) in Delhi-NCR after the Air Quality Index (AQI) slipped into the 'poor' category. The decision comes as a preventive measure to curb further deterioration of air quality in the region.
What is GRAP-1?
GRAP-1 is the first stage of the four-stage emergency action plan implemented in Delhi-NCR to combat air pollution. It is activated when the AQI falls between 201 and 300, categorized as 'poor'. The plan includes specific restrictions and guidelines for industries, construction activities, and vehicle movement.
What is Allowed Under GRAP-1?
- Construction and demolition activities are permitted but must follow dust control measures such as water sprinkling and covering of materials.
- Industrial operations can continue as usual, but units using coal or biomass must ensure compliance with emission norms.
- Vehicle movement is allowed without any odd-even restrictions. However, older vehicles (petrol pre-BS-IV and diesel pre-BS-VI) are discouraged.
- Public transport and private vehicles can ply normally, but authorities urge use of public transport to reduce emissions.
What is Not Allowed Under GRAP-1?
- Open burning of garbage, leaves, or any waste is strictly prohibited.
- Diesel generator sets are banned except for essential services like hospitals and railway stations.
- Firecrackers are not allowed, except for green crackers during festivals as per court orders.
- High-emission vehicles (pre-BS-VI diesel and pre-BS-IV petrol) are advised against plying, though not legally banned yet.
Enforcement and Monitoring
The CAQM has directed state governments and pollution control boards to intensify monitoring and ensure compliance. Teams will conduct surprise inspections at construction sites, industrial units, and vehicle checkpoints. Citizens are encouraged to report violations through the 'Sameer' app or helpline numbers.
Health Advisory
Residents, especially those with respiratory conditions, are advised to limit outdoor activities and wear masks when stepping out. The poor AQI can cause breathing discomfort, eye irritation, and aggravated asthma. Schools and offices have been asked to avoid outdoor physical activities for children and staff.
Delhi's air quality typically worsens during winter due to stubble burning, low wind speed, and vehicle emissions. GRAP-1 is a preliminary step, and further stages (GRAP-2, 3, 4) will be enforced if AQI deteriorates to 'very poor' or 'severe' levels.
