Haryana CM Orders RFID Tracking for Garbage Collection

Chandigarh: Haryana Chief Minister Nayab Singh Saini on Friday directed urban local bodies to ensure real-time updating of the Solid Waste Management Portal and ordered RFID-based tracking of household garbage collection to improve transparency and accountability in sanitation services.

He also asked officials to link vendor billing and payments to the portal, warning that negligence in waste collection at the municipal level would invite strict action.

High-Level Review Meeting

The directions were issued during a high-level review meeting on the monitoring and implementation of the state's Solid Waste Management Portal. Officials informed the CM that Haryana had become the first state to develop such an integrated monitoring system for online tracking of waste management activities.

Under the system, garbage collection vehicles are being live-tracked through the portal, allowing citizens to view the real-time location of vehicles operating in their respective areas. Saini reviewed the live-tracking mechanism and directed officials to further strengthen the GPS-based vehicle monitoring system.

RFID Tags for Households

The CM said RFID tags should be installed outside urban households to digitally record waste collection and improve service delivery. He added that residents should be encouraged to safeguard the tags and report irregular garbage collection through the portal for prompt resolution.

Stressing that lasting cleanliness required public participation, Saini asked officials to run continuous awareness campaigns on sanitation, waste segregation, and responsible disposal practices.

He also called for greater use of technology and adoption of best practices so that Haryana could emerge as a leading state in cleanliness and waste management.

Emphasis on Real-Time Data

Haryana Chief Minister Nayab Singh Saini on Friday chaired a high-level meeting to review the monitoring and implementation of the Solid Waste Management Portal. Reiterating that cleanliness and environmental protection remain key priorities of the state government, he directed officers to ensure continuous real-time data updates on the portal to strengthen oversight at all levels.

The CM emphasised that the performance of urban local bodies must be assessed regularly through the portal, and any shortcomings should be addressed promptly through corrective measures.

During the meeting, officers informed that Haryana has become the first state to develop such an integrated monitoring system, enabling online tracking of waste management activities across the state. Under this system, garbage collection vehicles are being live-tracked through the portal, ensuring greater transparency and accountability.

The chief minister also reviewed the live-tracking mechanism on the portal. The portal allows citizens to view the real-time location of waste collection vehicles operating in their respective areas.

Strengthening Vehicle Tracking

The chief minister directed that RFID be installed outside households in urban areas to digitally track waste collection. This, he said, will not only enhance transparency but also improve service delivery. He further directed the officers to strengthen the GPS-based vehicle-tracking system to ensure effective monitoring of the movement and performance of waste collection vehicles.

Public Participation and Awareness

The chief minister stressed that sustainable cleanliness cannot be achieved through government efforts alone and requires active public participation. He directed officers to undertake continuous awareness campaigns at the local level, highlighting the importance of sanitation, proper waste management practices, and the role of citizens.

He urged that citizens be encouraged to take care of RFID installed outside their homes. In case of irregular waste collection, residents should promptly lodge complaints through the online portal to ensure timely resolution.

The chief minister also directed that billing for waste management services be calculated through the RFID, and payments to vendors be processed directly through the portal upon submission of bills, providing significant relief to service providers.

Accountability and Strict Action

The chief minister directed that clear accountability be established at the municipal committee level, ensuring that every officer and official discharges their duties responsibly. He made it clear that any negligence or deficiency in waste collection will invite strict action against the concerned officials.

He further directed that maximum use of technology be ensured to modernise and strengthen waste management processes. By adopting innovative practices and best models in solid waste management, Haryana should strive to emerge as a leading state in cleanliness, said the chief minister.
