Haryana Schools Mandate Clip-On Ties After Student Deaths

HSCPCR Issues Advisory for Safer School Uniforms

The Haryana State Commission for Protection of Child Rights (HSCPCR) has issued a fresh advisory directing all government and private schools in the state to discontinue the use of traditional neckties and replace them with clip-on ties, which are breakaway ties designed to ensure the safety of school-going children. The decision follows the death of a seven-year-old student whose tie allegedly tightened around his neck.

Incident in Bhiwani District Prompted Action

HSCPCR chairperson Tripti Sheoran announced the advisory in Bhiwani on July 12, 2026, stating that the safety of schoolchildren is the top priority. She referred to the recent incident in Phulpura village of Bhiwani district, where seven-year-old Harshit died after his tie tightened around his neck. “The advisory has asked all schools not to use conventional neckties and to replace them with clip-on ties that do not pose a risk to children in the event of an accident,” Sheoran said, adding that a letter had been sent to the Additional Chief Secretary of the Education Department.

Traditional Neckties Linked to Fatal Accidents

The Commission chairperson emphasized that traditional neckties have proven fatal for children in the past, not only in Haryana but elsewhere as well. She noted that a similar mishap occurred in Haryana’s Sonepat district. “The safety of children cannot be compromised. All government and private schools have been advised to replace traditional neckties with a safer alternative and implement the new arrangement at the earliest so that such tragic incidents can be prevented,” Sheoran stated.

Urgent Implementation Expected for Lakhs of Students

The Commission described the decision as significant for lakhs of students across Haryana and urged schools to implement the advisory without delay. The advisory applies to all schools in the state, both government and private, and aims to prevent future accidents involving neckties.
