Haryana to Set Up Digital Repository for Laws and Policies

The Haryana government has announced plans to establish a centralised digital online repository for all state Acts, rules, regulations, government orders, circulars, notifications, policies, and other official documents. This initiative aims to enhance transparency and accessibility in governance.

Digital Repository Features

According to instructions issued by Chief Secretary Anurag Rastogi to all Administrative Secretaries, the repository will serve as an integrated digital platform for statutory, regulatory, and policy documents. It will categorise documents sector-wise, subject-wise, and by their latest update date, allowing users to easily find authentic and current information. A search facility will also be included.

Implementation Timeline

All departments have been directed to prepare editable soft copies (MS Word format) of the documents under their jurisdiction and submit them by June 25. This will enable prompt uploading once the portal becomes operational.

Review of Outdated Regulations

Simultaneously, the state government is conducting a comprehensive review of existing laws and regulations under Priority Area-22 of its reform agenda. Departments must identify provisions that have become obsolete, duplicative, or unnecessarily complex, with the aim of repealing, amending, or rationalising them.

Reform Principles

The review is based on six key reform principles:

  • Limiting licensing or prior approval requirements to high-risk activities only
  • Adopting self-registration systems for other activities
  • Granting lifetime validity to licences
  • Promoting outcome-based regulation over process-based regulation
  • Encouraging accredited independent third-party inspection mechanisms
  • Implementing risk-based inspection systems

These measures are expected to reduce procedural complexities, enhance regulatory clarity, and make governance more effective and accountable.

Submission Deadlines

All departments must complete the review process and submit a detailed action taken report by July 3. The reports should include details of laws and regulations identified for amendment, repeal, or simplification, along with steps taken in alignment with the government's reform objectives.
